Absent: Mr. <br /> <br /> Mr. Bill Mitchell addressed the Council and presented <br /> a request from Mr. Art Haden of 502 llth Street, N. W. to <br /> purchase a City owned lot adjacent to his property at the <br /> corner of West Street and llth Street, N. W. He stated Mr. <br /> Haden has maintained the lot for a number of years by <br /> mowing the weeds and keeping the lot clean to protect his <br /> property interest. He recommended that the property be <br /> sold to Mr. Haden as requested, but that the City retain <br /> enough of the property to widen llth Street or West Street <br /> if needed in the future. Mr. Buck suggested that action_on <br /> this request be deferred until it is determined if this <br /> lot is needed for the Land Lease Program. An ordinance <br /> entitled "AN ORDINANCE AUTHORIZING THE SALE OF CITY PROPERTY <br /> LOCATED AT llTH AND WEST STREETS, N.W.," was offered by Mrs. <br /> O'Brien, seconded by Mr. Albro and carried over to the next <br /> meeting for consideration. <br /> <br /> A petition was presented from the residents of Rougemont <br /> Avenue, requesting that Rougemont Avenue be constructed to <br /> Quarry Road. A staff report was presented stating that a <br /> private developer has subdivided property on the south side <br /> of the 1000 block of Rougemont Avenue and is constructing <br /> this street in front of his property for a distance of <br /> approximately 250 feet. The staff recommended that the <br /> improvements as suggested by the residents should not be <br /> <br /> made for the following reasons: ~1. The ~mprovements <br /> would <br />~not front on any of the developed properties;! 2 The <br /> <br /> improvements which are being made by the developer will <br /> provide existing r~sidents of Rougemont Avenue with new <br /> access for vehicular tr~affic; and 3. Rougemont is offered <br /> <br /> egress and ingress to Quarry Road by Cast~lia <br /> Street <br /> and <br /> <br />Palatine Avenue. On motion by Mr. Albro, seconded by Mrs. <br />O'Brien the request was denied. <br /> <br /> Mrs. O'Brien suggested that the Council should take <br /> <br />time to study the criteria for dedicated b'~t unaccepted <br />streets and make suggestions to staff. Sh also suggested <br />that a public hearing be held in September on the criteria <br />for dedicated but unaccepted streets and al[so for improvements <br />in storm drainage.
