410 <br /> <br />staff Report re: <br />Space Needs - City Hall <br />Facility <br /> <br />Staff report re: Starr <br />Hill Project - Community <br />Participation <br /> <br />criteria before the public hearing. A motion by Mr. Buck, <br />seconded by Mrs. O'Brien that the Council hold a public <br />hearing the first meeting in September to decide on criteria <br />to be used on street and drainage projects and the staff <br />apply the criteria to proposed projects and at the second <br />meeting in September let the public respond to the priorities <br />as set by the staff, was adopted by the following recorded <br />vote~ Ayes: Mr. Albro, Mr. Buck and Mrs. O'Brien. Noes: <br />Mr. Gatewood. Absent: Mr. Brunton.. <br /> ~Th~ City_Manager advised the Council that the staff is <br />presently looking at space in the basement of City Hall and <br />basement of the Police Building, but have gone as far as <br />possible without technical assistance. He stated that some <br />architectural help~ is needed to determine the capabilities <br />of the mechanical system and requested approval to use up <br />to $3,000 from the Economic Development appropriation for <br />this project. Mrs~ O'Brien questioned the City Manager <br />about other available space in City Hall for the Housing <br />Authority and stated she saw no need to move Community <br />Development Department and Economic Development Department <br />from where they are presently located and that space for <br />the Housing Authority can be found somewhere in the vicinity <br />of the present Inspections Department. A motion by Mr. <br />Albro, seconded by Mr. Buck that the City Manager be <br />authorized to. use up to $3,000 to develop the feasibility <br />and cost estimates for renovation of the basement space, <br />was adopted by the following recorded vote. AyeS: Mr. <br />Albro, Mr. Buck and Mr. Gatewood. Noes: Mrs. O'Brien. <br />Absent: Mr. Brunton. <br /> <br /> Ms. Teresa Walker, Chairman of the Start Hill <br /> Revitalization Committee, addressed the Council and <br /> presented a "Memorandum of Understanding,' between the <br /> Committee and the City which outlines the basic goals, <br /> responsibilites, and procedures for community participation <br /> in the Starr Hill Neighborhood for the Small Cities and <br /> Neighborhood Stratety Area Program. She requested that <br /> Council give the Committee its support and endorsement <br /> and approve .the Memorandum of Understanding. Mrs. O'Brien <br /> stated she had. some prOblems with staff people serving on <br /> the committee as members. Ms. Walker responded that the <br /> committee might need the expertise of these people and the <br /> committee thought it ~would be all right for them to be <br /> present to hear the discussions and offer suggestions. Mrs. <br /> O'Brien also suggested~that Council be required to justify <br /> decisions in opposition to recommendtions or decisions of <br /> the group. Ms. Walker agreed that this should be added <br /> as number 4 under B,"responsibilities of the City." On <br /> <br /> <br />
