420 <br /> <br />Public Heaing re: <br />Criteria to be used <br />for setting priorities <br />for drainage improvements <br />and de dicated-but-unac aep t~ed <br />Streets <br /> <br />A motion by Mrs. O'Brien, seconded by Mr. Buck that the <br />on-street meters in the Central Business District be removed <br />-in the most efficient manner possible, was unanimously adopted. <br />Mr. Gatewood offered an amendment that'"the removal be for a <br />trail period Of six months, which died for lack of a second. <br />The City Manager recommended that all the meters be removed <br />at the same time. On motion by Mr. Buck, seconded by Mrs. <br />O'Brien the following resolution was offered and carried over <br />to the next meeting for consideration. <br /> <br /> BE IT RESOLVED-by the Council of the City of <br /> CharlottesVille that the sum of $8,500 is hereby appropriated <br /> from the unappropriated balance of the General Fund for the <br /> removal of p~'ki~g meters from the downtown streets and the <br /> put.chase of equipment necessary for the enforcement of a two <br /> hour parking limitation, such sum being appropriated to <br /> the following expenditure accounts in the amounts hereinafter <br /> set forth: <br /> <br /> 01-21030-5503 $5,200 <br /> 01-24010-5208 3,300 <br /> <br /> A motion by Mr. Gatewood, seconded by Mr. Albro that the <br /> rates be increased~on two hour meters in the parking lots <br /> to 10¢ per hour, and 10¢ for one and a half hours in the lots <br /> which allow all day parking, was adopted by the following <br /> recorded vote. Ayes': Mr. Albor, Mr. Brunton, Mr. Buck and <br /> Mr. Gatewood. Noes: Mrs. O'Brien. Mrs. O'Brien stated that <br /> she did not want to see the program paid for by people who <br /> must park all day in the parking lots. <br /> A public hearing'was also held on this date to determine <br /> criteria to be used for setting priorities for drainage <br /> improvements and improvements to dedicated but unaccepted <br /> streets. The City Manager presented staff reports recommending <br /> criteria for setting priorities for storm drainage as follows: <br /> 1. Threat to life and property; 2. Residents willingness to <br /> participate in projects; 3. Number of persons affected; 4. <br /> Cost; 5. Availability of alternative funding; and 6. Economic <br /> Impact. The suggested criteria for setting priorities for <br /> dedicated but unaccepted streets are: 1. Number and percentage <br /> of adjacent lots already developed; 2. Residents willingness <br /> to participate in project; 3. Ability of residents to pay <br /> for improvements; '4. Relation to other projects; 5. Costs; <br /> 6. Traffic Safety; 7. Drainage; 8~ Economic Impact; 9. <br /> Availability of alternative funding; and 10. City's plans <br /> for the area. Mrs. Peggy King of the Jefferson Park Avenue <br /> Neighborhood Association addressed the Council and recommended <br /> that higher priorities be given to projects which are a threat <br /> to life, health and safety and then threats to property and <br /> economic impact. Dr. Bill Harris recommended that priority <br /> in setting the criteria be given to historic inequities, and <br /> ability of residents to pay, the lowest priority. A number of <br /> people addressed the Council about specific drainage problems <br /> and street problems. These people were told that a public <br /> hearing would be held September 25th to consider specific <br /> problems. Mr. Bob Stripling outlined the method the staff <br /> proposed to use in setting priorities for proposed projects <br /> <br /> <br />
