Mr. Huja, Director of the <br /> CQmmunity Development Department, briefly explained the <br /> grant. He stated that the first year grant was for $335~000 <br /> for the Start Hill Neighborhood~ He stated the proposed plan <br /> includes a house bank program, a housing rehabilitation <br /> program, street and sidewalk improvement program, landscaping, <br /> lighting and recreation program, economic revitalization~and <br /> land acquisition, and some of the fUnds will be used for <br /> planning, administration, and relocation. Several members <br /> of the Stair Hill Neighborhood'Association and the <br /> Revitalization Committee addressed the Council and pledged <br /> support of the project. Mrs. O'Brien stated that she noted <br /> there, is $40,000 for economic development, but would like the <br /> Council to be more general as to what will be done with money <br /> since there are a number of things that can be done such as <br /> lowering the interest fane on loans, to providing money for <br /> loans; would like to leave it a little more open than limiting <br /> to providing loans, would like to leverage the money to the <br /> greatest possible use. Mr. Buck asked if some of the money <br /> could be used to start a local development corporation to <br /> purchase land and Mr. HUja stated that $10,000 has been <br /> allocated to establish a local development corporation. A <br /> motion by Mr. Gatewood, seconded by Mrs. O'Brien that the <br /> Council approve the proposal for the Starr Hill Neighborhood <br /> as prepared by the Task Force, was unanimously adopted. <br /> <br /> On motion by Mr~ Albro, Mr. Marcus Miller was appointed <br /> to the council's Committee on Employment of the Handicapped, <br /> by unanimous vote~ <br /> <br /> On motion by Mr. Buck Mr. Charles Floyd was appointed <br /> <br /> to the Council's Committee on Employment of the Handicapped, <br /> by unanimous vote. <br /> <br /> On motion by Mr. Gatewood, Mrs. Alicia Lugo was appointed <br /> to the Social Development Commission, by unanimous vote. <br /> <br /> On motion by Mrs. O'Brien, Miss Callie Stone was appointed <br /> to the Social Development Commission, by unanimous vote. <br /> <br /> On motion by Mr. B~.unton, Mrs. Nancy O'Brien was appointed <br />to the Social Services Advisory Board, by the following <br />vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, and Mr. Gate- <br />wood. Noes: None. Abstained: Mrs. O'Brien. <br /> <br /> On motion by Mr. Brunton, Mr..'
