Appointment re: Piedmont <br />Virginia Community College <br /> <br />Appointment re: <br />Review Board <br /> <br />Architectural <br /> <br />Appointment re: <br />Commission <br /> <br />Planning <br /> <br />Appointment re: Area <br />Manpower Planning <br />Commission <br /> <br />Request re: Regarding Rugby <br />Road Closing <br /> <br /> improvements in the 400 block of Meade Avenue, street <br /> improvements to Leake Lane, street improvements to Porter <br /> Avenue, and drainage improvements to Preston Avenue. A <br /> motion by Mrs. 0'Brien, seconded by Mr. Buck that we proceed <br /> with the storm drainage projects as recommended by the staff, <br /> and the drainage problems which have been brought before <br /> Council in the past couple of months be examined during <br /> the next year so that they can be considered next year, was <br /> unanimously adopted. Mrs. 0'Brien stated that storm drainage <br /> has been a problem existing in Charlottesville for many many <br /> years and she is proud of being a part of the Council which <br /> has finally attacked the problem. Mr. Gatewood stated than <br /> we have too little money and too many projects and commended <br /> the staff for an extremely good job in ranking the priorities. <br /> A motion by Mrs. 0'Brien, seconded by Mr. Albro that we proceed <br /> with the street projects as recommended by the staff, was <br /> unanimously adopted. Mrs. 0'Brien thanked the people of <br /> Rialto Street and stated that their persistence over the past <br /> couple of years is one of the reasons the Council decided to <br /> make these street improvements. <br /> <br /> On motion by Mrs. 0'Brien, Mr. Darden Towe was appointed <br /> to the Piedmont Virginia Community College Board, by unanimous <br /> vote. <br /> <br /> On motion by Mr. Albro, Mr. Warren Martin was appointed <br /> to the Architectural Review Board, by unanimous vote. <br /> <br /> On motion by Mr. Gatewood, Mr. Andrew B. Bolton was <br /> appointed to the Planning Commission, by the following recorded <br /> vote. Ayes: Mr. Albro, Mr. Brunton and Mr. Gatewood. Noes: <br /> Mr. Buck and Mrs. 0'Brien. <br /> <br /> Mr -Buck stated that Mr. Bolton is fully qualified and <br /> <br />he feels will do a good job on the Planning Commission, but <br />since there are three members of the Planning Commission from <br />the Greenbrier area the Council should try for a geographic <br />balance and try to find someone from another area. Mrs. <br />0'Brien agreed with Mr. Buck and stated that she could not <br />support another member of the Planning Commission from the <br />same area. Mr. Albro stated that if geographic balance is <br />as essential as some members think then other committees <br />should be appointed from wards the same as the School Board <br />members. Mrs. 0'Brien stated that she had an amendments <br />ready to present at a later time in the meeting. A motion <br />by Mr. Buck, seconded by Mrs. 0'Brien that the nomination <br />be delayed until the City Code is amended to provide for <br />appointment to the Planning Commission by wards, was defeated <br />by the following recorded vote. Ayes: Mr. Buck and Mrs. <br />O'Brien. Noes: Mr. Albro, Mr. Brunton and Mr. Gatewood. <br /> <br /> On motion by Mr. Buck, Mr. Randy Rinehart was appointed <br /> <br />to the Area Manpower Planning Commission, by unanimous vote. <br /> <br /> Mr. Paul Saunier addressed the Council and presented <br /> <br /> <br />
