432 <br /> <br />Staff Report re: Repairs <br />to City Court House - <br />Deferred <br /> <br />Appropriation re: Capi~tal <br />Projects $189,300 <br /> <br />Appropriation re: <br />Board - $6,000 <br /> <br />School <br /> <br />Appropriation re: Parking <br />Meter removal progrmm - <br />98,500 <br /> <br />Consideration r.e: <br />Appropriation - $34,900 <br />City Hall Renovations <br /> <br />petitions from the residents of Rugby Road'and Dairy Road <br />requesting that a change be made in the island at the north <br />end of Rugby Road to allow only limited south bound traffic <br />on Rugb~ Road. He requested that this be done for a trial <br />period to determine if it is feasible. The City Manager <br />suggested a public hearing before this plan is implemented and <br />Mr. Saunier requested that the public hearing be held after <br />a trial period. Mrs. O'Brien suggested that if this plan <br />is feasible it could be fed into the design of the new <br />Hydraulic Road and she felt it was important to go ahead <br />with a trial period. A motion by Mrs. O'Brien, seconded by <br />Mr. Buck that a 6 month trial period be instituted on Rugby <br />Road and that limited 'traffic be allowed to go south during <br />that period and that appropriate signs be installed to <br />divert traffic and a public hearing be held at the end of <br />the 6 month trial period, was unanimously adopted. Mr. Albro <br />added an amendment to the motion that the Traffic Enin~ering <br />Department monitor the.project and make an interium report <br />at the end of three months, which was accepted bYl Mr.s. O'Brien <br />and Mr. Buck. <br /> <br /> The City Manager requested that action be deferred on <br /> <br /> an appropriation for repairs to the Court House since some- <br /> other public buildings are in need of repairs and he would like <br /> to report on all needed repairs at one time. <br /> <br /> The resolution appropriating $189,300 for various <br /> Capital Projects, which was offered at the meeting of the Council <br /> on September 5, 1978, was adopted by the following recorded <br /> vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood <br /> and Mrs. 0'Brien. Noes: None. <br /> <br /> The resolution appropriating $6,000 for renovations to <br /> Jefferson School, which was offered at the meeting of the <br /> Council on September 5, 1978, was adopted bM the following <br /> recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, <br /> Mr. Gatewood and Mrs. O'Brien. Noes: None. <br /> <br /> The resolution appropriating $8,500 for the parking <br /> <br /> meter removal program, which was offered at the meeting of <br /> the Council on September 5, 1978, was adopted by the following <br /> recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. <br /> Gatewood and Mrs. O'Brien. Noes: None. <br /> <br /> Mrs. O'Brien stated that when the original effort was <br /> <br /> made to move the Housing Authority and change the composition <br /> of the Board this was done so there would be a really true <br /> coordination of all housing efforts, the inspections, planning <br /> and all the aspects of the staff side of housing would be <br /> together. She Stated that she felt that the proposal for the <br /> funding that is before Council really doesn't do that, but <br /> just physically moves the housing authority offices downstairs <br /> and doesn't think that it accomplishes the spirt that was <br /> behind the entire reorganizational change and having instigated <br /> it she feels responsibility for seeing it works properlY.
