The report stated <br /> that it is the consensus of the committee that the site occupied <br /> by the building is prime property and because of its central <br /> location it is critical for the economic, if not cultural, growth <br /> of this area. The City should consider acquiring the property, <br /> demolishing the building, and maintaining the property until <br /> -such time as the most effective use can be determined. She <br /> urged the Council to give the report very careful consideration. <br /> Mrs. O'Br±en suggested that the report be made available to <br /> the School Board and the Charlottesville Development Group. <br /> <br /> Mrs. Mary Updike reminded the Council of the Annual CROP <br /> Walk to be held October 8, 1978. <br /> <br /> Mr. Bob Stripling addressed the Council and presented a <br /> <br /> staff report of major repair and-maintenance needs of City owned <br /> buildings and school buildings. He stated that the major concerns <br /> of the staff are the needed repairs to leaking roofs of some <br /> buildings. He stated that the immediate concerns are the leaking <br /> roofs at the Court House, Juvenile Court Building, Boy's <br /> Attention Home and the Health Department. He stated that some <br /> of these projects are for buildings which house programs jointly <br /> funded by other local governments such as the Health Department <br /> and the Juvenile 'Court building. He stated that the estimated <br /> cost for the needed projects for the City owned buildings is <br /> $196,550 and for school buildings $378,916. Mr. Albro questioned <br /> the minor maintenance items on Judge Pickford's list and was <br /> told that ordinarily these would be done from the regular <br /> maintenance budget. Mr. Gatewood questioned the urgency of <br /> the roof repairs other than the City Court House~nd was told <br /> that the Juvenile Court Building has sustained damage inside <br /> due to the roof lea~ing. Mrs. O'Brien questioned the leaking <br /> roof of the Juvenile Court building since extensive renovations <br /> have recently been completed on the building. Mr. Stripling <br /> answered that damage to the roof could have been sustained <br /> during the renovation and a new roof was not put on at that <br /> time. The City Manager advised Mrs. O'Brien that the contractor <br /> who did the renovation work has since gone bankrupt and can't <br /> <br /> be held responsible for damages to the roof. Mrs. O'Brien <br />expressed concern about the manner in which city construction <br />projects are awarded to contractors. She-stated in her opinion <br />the City was getting short changed on the quality of construction <br />work done on public buildings. The City Manager stated that <br />the staff exercises due diligence in inspecting work on public <br />buildings. Mrs. O'Brien stated she would like the legal staff <br />to determine whether the City must accept the low bidder or if <br />there is some way to choose a contractor besides taking! the <br />low bid. The Mayor suggested that the roof repairs a~ the <br />City Court House be authorized and asked the staff to work <br /> <br />with the County on repairing the Juvenile Court Building and <br />Health <br /> Department. The City Manager requested that r~pairs at <br /> <br />the Boy's Attention Home be given a high priority. A motion <br /> <br /> <br />
