43.8. <br /> <br />Consideration re: <br />Appropriation - <br />Repairs to City Buildings <br /> <br />Staff Report re: Pre- <br />application for new Transit <br />buses <br /> <br />by Mr. Gatewood, seconded by Mr. Albro that repairs to the <br />roof at the Circuit Court be approved and that the staff <br />get firm estimates on repairs and specifics for the Juvenile <br />Court building and the Health Department building, was unanimously <br />adopted. On motion by Mr. Gatewood, seconded by Mr. Albro <br />the following resolution was offered and carried over to the <br />next meeting for consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville that the sums hereinafter set forth are hereby <br /> appropriated from the unappropriated balance of the Capital <br /> Projects FUnd to the respective expenditure accounts listed <br /> to fund necessary repairs to the Boy's Attention Home, roof <br /> repairs to the Circuit Court Building, and storm drainage <br /> repairs at Charlottesville High School. <br /> <br />05-00660 Boy's Co~unity Attention Home $15,500 <br />05-00670 Circuit Court Building 11,000 <br />05-00680 Charlottesville High School 4,200 <br /> <br />Mr. Atbro requested that before next reading of the appropriation <br />the staff review the Circuit Court House list and see if any <br />safety and energy loss repairs are necessary. <br /> <br /> The City ManageH stated that if the drainage problem is <br /> <br />not corrected at the high school the erosion would soon be a <br />very grave problem. Mrs. O'Brien expressed concern that two <br />ball fields were designed with an inadequate drainage system. <br />The City Manager suggested that one building roof be included <br />in the Capital Budget each year for the next three years and <br />Mrs. O'Bri~n suggested that consideration be given to adding <br />additional insulation at the schools when the roofs are replaced. <br />Dr. Jennings, Chairman of the School Board stated that the <br />School Board has engaged the services of a roof expert to <br />advise the Board on roof repairs and additional insulation <br />and Mrs. 0'Brien suggested that before the Council considers <br />the redesign of the traffic patterns at the schools, requested <br />by the ~School Board, that the Traffic Engineering Department <br />be requested to study these requests and report. <br /> <br /> The City Manager b~iefly reviewed the p~e-application <br /> <br /> for a Capital Grant for the Transit System. He stated that <br /> there arelpri~c~pa~ly two issues involved in tha application. <br /> He stated the first issue is really the reason for the grant <br /> itself and that is the need to go from small buses to <br /> intermediate size buses. He stated that the mini bus program <br /> has been fairly successful, but there are times during the <br /> day when more people are being carried on the buses than they <br /> are designed to hold. This over crowding occurs mainly at the <br /> peak hours in the morning and afternoon. He stated that what was <br /> being suggested was the need to acquire some 31 passenger <br /> buses and retire some of the mini buses. He stated that the <br /> smaller buses are cheaper to operate then the larger b oses <br /> and for thaO..reason there is some hesitancy in going to larger <br /> buses since the City must pay the entire cost of operation. <br /> The second issue is how do we deal with the matter of the <br /> handicapped. He stated that all of the buses will have to <br /> be equipped to handle the handicapped. Either Wheelchair <br /> ramps or elevator equipment on the existing buses plus any <br /> <br /> <br />
