Appropriation re: $10,320 - Joint Security Complex Appropriation re: $30,700 Building Repairs at the top of the list. Mr. Huja stated that in the study of proposed bike paths this section of Rugby Road was found to have the highest bike traffic and the Bicycle Task Force appointed by Council also gave this path as the highest priority. The Mayor stated that when the public hearing was held representatives from Kappa Alpha Fraternity were unable to be here and he would allow them to be heard tonight. He stated that the discussion would be limited to those persons who were unable to be here at the public hearing or people ~o have some new information. A number of property owners along Rugby Road addressed the Council in opposition to the proposed plan. and a number of cyclist addressed the Council in support of the construction of bike ways and some stated they thought RugbY Road was a good place to start. Mrs. O'Brien stated that the concern for pedestrians has been a concern for sometime and she seesno reason why pedestrians can't use the same area as bicyclists. She stated that bike paths have been studies for a number of years and she would like to see the plan started. Mr. Albro stated that he was concerned about the objectives of the property owners and felt that the construction of these lanes could be an attractive nuisance. He also feels that the construction of these lanes would create a false sense of security and he is. also concerned about the funding, he doesn't think it is the best use of funds. Mr. Gatewood concurred with Mr. Albro's concerns. A motion by Mrs. 0'Brien, seconded by Mr. Brunton that the staff be requested to look into a pedestrian walkway/bike plan for Rugby Road was adopted by the following recorded vote. Ayes: Mr. Brunton, Mr. Gatewood and Mrs. O'Brien. Noes: Mrf Albro. Abstained: Mr. Buck. Mr. Wiley reminded the Council that they need 'to make some decision whether if such a plan can be devised they are willing to acquire the property to do this against the wishes of the people in the neighborhood. A motion by Mr. Gatewood, seconded by Mr. Albro that the present proposal be~rejected, was adopted by the following recorded vote. Ayes: Fir. Albro, Mr. Brunton and Mr. Gatewood. Noes: Mrs. O'Brien. Abstained: Mr. Buck. The resOlution appropriating $10,320 for the Joint Security Complex, which was offered at the meeting of the Council on October 2, 1978, was adopted by the following recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs, O'Brien. Noes: None. The resolution appropriating $30,700 for maintenance projects to City buildings, which was offered at the meeting of the Council on October 2, 1978, was adopted by the following recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. O'Brien. Noes: None.
