Appropriation re: <br />$10,320 - Joint Security <br />Complex <br /> <br />Appropriation re: $30,700 <br />Building Repairs <br /> <br />at the top of the list. Mr. Huja stated that in the study <br />of proposed bike paths this section of Rugby Road was found <br />to have the highest bike traffic and the Bicycle Task Force <br />appointed by Council also gave this path as the highest <br />priority. The Mayor stated that when the public hearing <br />was held representatives from Kappa Alpha Fraternity were <br />unable to be here and he would allow them to be heard <br />tonight. He stated that the discussion would be limited <br />to those persons who were unable to be here at the public <br />hearing or people ~o have some new information. A <br />number of property owners along Rugby Road addressed the <br />Council in opposition to the proposed plan. and a number <br />of cyclist addressed the Council in support of the <br />construction of bike ways and some stated they thought <br />RugbY Road was a good place to start. Mrs. O'Brien stated <br />that the concern for pedestrians has been a concern for <br />sometime and she seesno reason why pedestrians can't <br />use the same area as bicyclists. She stated that bike <br />paths have been studies for a number of years and she <br />would like to see the plan started. Mr. Albro stated <br />that he was concerned about the objectives of the <br />property owners and felt that the construction of these <br />lanes could be an attractive nuisance. He also feels <br />that the construction of these lanes would create a false <br />sense of security and he is. also concerned about the <br />funding, he doesn't think it is the best use of funds. Mr. <br />Gatewood concurred with Mr. Albro's concerns. A motion <br />by Mrs. 0'Brien, seconded by Mr. Brunton that the staff <br />be requested to look into a pedestrian walkway/bike plan <br />for Rugby Road was adopted by the following recorded <br />vote. Ayes: Mr. Brunton, Mr. Gatewood and Mrs. O'Brien. <br />Noes: Mrf Albro. Abstained: Mr. Buck. Mr. Wiley <br />reminded the Council that they need 'to make some decision <br />whether if such a plan can be devised they are willing <br />to acquire the property to do this against the wishes <br />of the people in the neighborhood. A motion by Mr. <br />Gatewood, seconded by Mr. Albro that the present proposal <br />be~rejected, was adopted by the following recorded vote. <br />Ayes: Fir. Albro, Mr. Brunton and Mr. Gatewood. Noes: <br />Mrs. O'Brien. Abstained: Mr. Buck. <br /> The resOlution appropriating $10,320 for the Joint <br /> Security Complex, which was offered at the meeting of <br /> the Council on October 2, 1978, was adopted by the <br /> following recorded vote. Ayes: Mr. Albro, Mr. Brunton, <br /> Mr. Buck, Mr. Gatewood and Mrs, O'Brien. Noes: None. <br /> The resolution appropriating $30,700 for maintenance <br /> projects to City buildings, which was offered at the meeting <br /> of the Council on October 2, 1978, was adopted by the <br /> following recorded vote. Ayes: Mr. Albro, Mr. Brunton, <br /> Mr. Buck, Mr. Gatewood and Mrs. O'Brien. Noes: None. <br /> <br /> <br />
