Assoc. of Retarded <br />Citizens <br /> <br />feasible to close th~s bridge during construction. He <br />stated there are~two options open: To build the new <br />bridge just east of the present bridge and the other option <br />to build th~ new bridge jsut west of the present bridge. <br />He stated that both of these alignments would require <br />some reconstruction along Park Street inside the City. <br />Mr. Buck asked if the project could be delayed until the <br />Ridge-McIntire Road is build and Mr~ Roosevel~ stated <br />that this could be done, but that road is at least five <br />years in the future. He stated he was seeking some advice <br />or reaction from the Council as to where the new bridge <br />should be located. He also stated that the City would not <br />be obligated to pay for any part of this project. After <br />some discussion the Mayor referred this matter to the <br />Planning Commission for a recommendation. The Mayor <br />advised Mr. Roosevelt that the Council would consider <br />this matter and give him an answer very shortly. <br /> <br /> On motion by Mrs. O'Brien, seconded by Mr. Buck <br /> <br /> Mr. Steven Wright was reappointed to the Social Develop- <br /> ment Commission, by unanimous vote. <br /> <br /> On motion by Mr. Gatewood, seconded by Mr. Albro <br /> <br /> Mr. Drewary Brown was reappointed to the Personnel <br /> <br /> Ap. peals Board, by unanimous vote. <br /> <br /> Mr. Ed McCue, Chairman of the Joint City-County <br /> Committee on Tourism, addressed the Council and presented <br /> the committee report (a copy of which is on file with <br /> the minutes of this meeting). The Mayor advised Mr. <br /> McCue that this report will be discussed at a work <br /> session after the County has received it. <br /> <br /> }~{r. Russell Linden from the Charlottesville-Albemarle <br /> Association of Retarded Citizens, addressed the Council <br /> on behalf of the area agencies serving the handicapped <br /> and presented specific plans for a Comprehensive <br /> Therapeutic Recreation Program. He stated that the <br /> agencies are concerned about the lack of recreational <br /> facilities for the handicapped. He stated that people <br /> who have physical or mental handicapps have few recreation <br /> options open to them and have few abilities sometimes <br /> to take advantage of options which are open to them. He <br /> presented a program designed for a comprehensive <br /> therapeutic recreation program stating that a unit could <br /> be created within the Department of Parks and Recreation <br /> and staffed with therapeutic recreation professionals. <br /> He stated that the aspects of the therapeutic program <br /> could probably integrate handicapped citizens into <br /> existing programs offered by the Department of Parks and <br /> Recreation. He stated a Community Advisory Committee <br /> for therapeutic recreation would also be established to <br /> work with the therapeutic recreation staff. He stated <br /> <br /> <br />
