Bicycle & Walkway Plan <br /> <br /> 4'5'7 <br /> that t~0~!~i'/~'.~pe~rative effort~ including the therapeutic <br /> recreation unit and local service agencies, a wide range <br /> of activities could ~be offered to further the growth, <br /> phySical and social, of our handicapped citizens and to <br /> promote their intergration into the community. He stated <br /> that they think ther~e are three important things the City <br /> should be doing to begin to meet the needs of handicapped <br /> persons, first hire a full time recreation specialist for <br /> the handicapped, secondly they believe that the Department <br /> of Parks and Recreation should establish an advisory <br /> council and thirdly they would like the City Council to <br /> state as a matter of Policy that all City facilities would <br /> serve the recreation needs of all of our citizens and <br /> all city recreation programs will be fully accessible to <br /> the handicapped. The Mayor advised Mr. Linden that this <br /> matter would be'.considered at budget time. <br /> <br /> Mr. Bob Stripling addressed the Council and gave a <br /> <br />brief report on the progress of a new Employee Performance <br />Evaluation System and associated pay plan. He stated <br />that the first step in the process was to assemble 'a <br />list of task or job activities for each type of position <br />in the organization. The consultants then attempted to <br />group similar jobs on the basis of these task lists and <br />assemble the most important tasks for approximately one <br />hundred different employee groups. He stated after <br />employees and their supervisors were given an opportunity <br />to review the task list and make changes, the supervisors <br />were asked to attach specific job behaviors to each task, <br />identifying behaviors associated with ~hree different <br />levels of performance. An attempt is being made to make <br />the job behaviors as specific, definable, objective and <br />observable as possible. He stated we have almost completed <br />this phase of'.~the pr. oject for all employees and expects <br />to revise the list several more times before final <br />implementation He stated what is left to be done is <br />a rating system, to design the rating forms, to produce <br />a rating handbook, and then test the system. He stated <br />this entire process lays the foundation for a second <br />recommendation, a redesign of the pay system. He welcomed <br />any comments or suggestions from Council. <br /> <br /> Mr. Bob Stripling addressed the Council and stated <br /> <br />that the staff has reworked previous engineering estimates <br />to provide a combined sidewalk-bikeway along Rugby Road <br />between Grady Avenue and Edgewood Lane. He stated the new <br />design would provide for a five foot sidewalk the entire <br />distance which could be used by either pedestrians or <br />bicyclists and stated the total estimated cost of this <br />project is $26,772.00. He stated this plan provides <br />basically a five foot sidewalk w%th a ramp at either end <br />so that bicycles can get on and off with out having to <br /> <br /> <br />
