472 Appointment re: Rivanna Water & Sewer AUthority Appointment re: Library Board Appointment re: Region X - Mental Health & Retardation Services Board Appropriation re: $1,400 Newspaper Supplement Appropriation re: $280,000 - Small Cities Grant Fund Appropriation re: $864 -- Street Lights Ordinance re: Amending City Code Section 16=55.1 On motion by Mrs. O'Brien, Mrs. Treva Cromwell was appointed to the Rivanna Water and Sewer Authority Board, by unanimous vote. On motion by Mr. Albro, Mrs. Calvert Mathes was appointed to the Library Board by the following recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mt.Buck and Mr. Ganewood. Noes: Mrs. O'Brien. Mrs. O'Brien stated that her negative vote was for the reason that she feels the Council has not made an adequate effort to find people from all parts of the community to serve on bOards and commissions and she feels very strongly that people are needed from all parts of the community. On motion bY Mr. Brunton, Mrs. Elizabeth Koontz was reappointed tO the Region X Mental Health and Retardation Services BQard, by unanimous vote. The resolution appropriating $1,400 fOr a newspaper supplement whiCh was offered at the meeting of the Council on December 18,~1978., was adopted by the following recorded vote. Ayes: Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. O'Brien. Noes: Mr. Albro. The resolution appropriating $280,000 from the Small Cities Grant Fund, which was offered at the meeting of the Council~on December 18, 1978, was adopted by the following recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. O'Brien. Noes: None. Mr. Buck stated that at the last meeting he requested additional information concerning this appropriation and since, that time the Community DevelopmenD staff has furnished the information requested and a more detailed work program and time schedule and he is satisfied with the program. On motion by Mrs. O'Brien, seconded by Mr. Gatewood the following resolution was adopted by the following recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. O'Brien. Noes: None. BE IT RESOLVED by the Council of the City of Charlottes- ville, Virginia, that the sum of $864.00 is hereby.appr°priated from the unappapriated balance of the General Fund to expenditure account 01-24040 for the installation of street lights on portions of Orangedale Drive and Prospect Avenue. An ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION 16-55.I OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, ALLOWING PARKING BY VOLUNTEER FIREFIGHTERS AND RESCUE SQUAD MEMBERS IN VIOLATION OF CERTAIN REGULATIONS," which was offered at the meeting of the Council on December 18, 1978, was adopted by the following recorded~vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. O'Brien. Noes- None.
