Executive Session 475 WHEREAS, the elevation of Judge Zehler to the circuit court would be of great value to the administration of justice in the 16th Judicial Circuit; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Charlottesville that the Council endorse and support the candidacy of Ralph P. Zehler, Jr. to be a circuit court judge; and be it further RESOLVED, that the Clerk of the Council be directed to send certified copies of this resolution to the chair~ men of the connnittees on Courts of Justice of the Senate and House of Delegates of Virginia and to the members of the General Assembly of Virginia representing Charlottesville. A motion by Mr. Albro, seconded by Mr. Gatewood that Council meet in executive session to discuss a matter exempted by Section 2.1-344(a)(1) of the Virginia Freedom of Information Act, was adopted by the following recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. O'Brien. Noes: None. On motion the meeting adjourned. RAMADA INN - MONDAY, JANUARY 15, 1979 Special meeting with Albemarle County Board of Supervisors Resolution re: Support for the Joint Security Complex The Council met in special joint session with the Albemarle County Board of Supervisors on this date with the following members present: Mr~ Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood an-d Mrs. O'Brien. Absent: None. A motion by Mrs. O'Brien, seconded by Mr. Albro that unanimous consent be given to the consideration of any matters which come before this meetint was adopted by the following recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. O'Brien. Noes: None. On motion by Mrs. O'Brien, seconded by Mr. Albro the following resolution was unanimously adopted. WHEREAS, an amendment to Section 53.168 of the Code of Virginia, to be effective July 1, 1979, casts doubt upon the legislative authority for the continued operation of the Charlottesville-Albemarle Joint Security Complex as a regional jail pursuant to Chapter 7.1 (§53-206.1 et seq.) to Title 53 of the Code of Virginia; and WHEREAS, such regional jail operation has, since its inception in 1974, proven to be an effective and efficient method of operating such jail facility which is owned jointly by the City of Charlottesville and County of Albemarle; and WHEREAS, such method of operation enjoys the cooperation and continued support of the elected sheriffs of both our jurisdictions, now, therefore, be it concurrently RESOLVED by the Council of the City of Charlottes- ville and Board of Supervisors of Albemarle County that the General Assembly of Virginia is requested further to amend Section 53~168 of the Code of Virginia to preserve the authority of cities and counties jointly to operate regional jail facilities under the existing legislative authority and administrative structure established in Chapter 7.1 (~53-206.1 et seq.) of Title 53 of tme Code of V~.~ginia; and be it further RESOLVED that our representatives in the General Assembly be requested to sponsor and support such legislation.
