Discussion and adoption <br />of a Resolution re: <br />Granting special <br />permit for property <br />located hetween Jeff. <br />& High and Second and <br />Third Streets <br /> <br />477 <br /> <br /> and establish a demonstration project of neighborhoods self- <br /> help and resource sharing; and 9. Develop a directory of <br /> all support services available to the families in the City. <br /> Mrs. O'Brien suggested that a work session be set to discuss <br /> this report and the Mayor stated that he would set a work session <br /> in the near future. <br /> <br /> The Director of Planning and Community Development, Mr. <br /> Huja, presented a communication from the Planning Commission <br /> recommending approval, subject to certain conditions, of <br /> an application for a special permit to use the property <br /> located in the block bounded by Jefferson, 2nd, High and <br /> <br /> 3rd Street, N. E., 'for the construction of a condominium and <br /> office complex, with a maximum residential density of <br /> <br /> 91 units (87 units per acre), a maximum height of 75 feet <br /> <br /> and reduced yard set backs on High and Jefferson Streets. <br /> <br /> The City Attorney explained that the application included <br />three types of special permit. The first, under ~31-33 <br />of the-Zoning Ordinance, would permit the property to be <br />developed at a maximum residential density of 91 units, <br />or 87 units per acre. The second part of the permit would <br />allow the building to be constructed on the property in <br />question at a maximum height of 75 feet, pursuant to ~31-140.1 <br />of the Zoning Ordinance. The third matter applied for <br />under this permit was a modification of the fronn and rear <br />yard set backs normally applicable in B-1 Business Districts. <br />As applied to this property the modifications would constitute <br />a reduction of 15 feet in the customary front yard set back <br />on the High Street side of the property and a reduction of <br />20 feet in the customary set back for the rear yard on the <br />Jefferson Street side. He stated that the special conditions <br />recommended to be imposed on this permit by the Planning <br />Commission had been included in the draft resolution where <br />appropriate. He further stated that the proposed resolution <br />calls for granting this special permit conditioned upon later <br />approval of the site plan by .the Planning Commission. <br /> <br /> Mrs. O'Brien asked whether applications for the three <br />aspects of the special permit should be considered separately. <br />Mr. Wiley replied that Council had the option of voting on <br />the resolution as a whole or voting separately on the three <br />aspects of the special permit, but that if the latter course <br />were adopted the entire resolution should be reconsidered <br />after the three initial votes so that the conditions would <br />attach to all three aspects of the special permit. <br /> <br /> Mrs. O'Brien also commented that she would like to <br /> <br />institute a review of t~m procedur~ followed in special <br /> <br />permit cases, because of her concern that site plans and <br />special permit applications be considered concurrently <br />throughout the entire approval proeess. The City Attorney <br />stated that the procedures followed in the case at hand <br /> <br /> <br />
