4,84 <br /> <br />Presentation re: <br />School Board Roof Repairs <br />Appropriation - $5,000 <br /> <br />Presentation re: <br />Urban Observatory Study - <br />"High School Education <br />In Charlottesville: A <br />Survey of Values & Goals <br /> <br />is given to putting this operation under the Rivanna Water <br />and Sewer Authority, as opposed to setting up another authority. <br />On motion by Mrs. OYBrien, seconded by Mr. Albro the committee <br />was authorized to proceed with the implementation phase of <br />the report including cost and alternative structures for <br />implementation. <br /> Dr. Richard Jennings, Chairman of the City SchOol Board <br /> addressed the Council and requested an appropriation of <br /> funds not to exceed $5,000 to secure architectural/engineering <br /> services to prepare plans and specifications for complete <br /> replacement of the roof on Jackson-Via Elementary School. <br /> He also stated that subject to preparation of the plans and <br /> specifications, the board request prior, authorization to <br /> solicit~competitive bids for the roof replacement. After <br /> bids are received the board would return to Council with <br /> this information and request approval of the roof repair <br /> project and authorization for funding of the project. He <br /> stated the Board would like this roof replaced during the <br /> summer of 1979 and in order to meet that time table it is <br /> necessary to initiate architectural services and solicit <br /> bids as soon as possible. He also stated that the estimated <br /> cost of this project including periodic inspections is <br /> approximately $125,000. On motion by Mrs. O'Brien, seconded_ <br /> by Mr. Gatewood the following resolution was offered and <br /> carried over to the next meeting for consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville, that the sum of $5,000, or as much thereof <br /> as may be required, is hereby appropriated from the <br /> unappropriated balance of the Capital Improvements Fund to <br /> expenditure account 05-00600 for use by the city school board <br /> in securing architectural and engine.ering services for the <br /> repair of the roof at Jackson-Via School. <br /> <br /> Mr. Paul Wilken addressed the Council and presented an <br /> Urban Observatory study entitled "HIGH' SCHOOL EDUCATION IN <br /> CHARLOTTESVILLE' A SURVEY OF VALUES AND GOALS". He stated <br /> the report contains the following recommendations: 1. the <br /> professional groups/teachers, guidance counsellors, administators <br /> <br /> and school board members/should not down'play the importance <br /> of preparing students for college; 2. teachers and <br /> administrators should discuss with one another what they think <br /> the priorities of Charlottesville High School should be; <br /> 3. the high school should focus its attention on ways to <br /> increase students motivation and desire to learn; 4. one <br /> possible way to increase students motivation and desire is <br /> by placing increased emphasis on both college and employment <br /> preparation courses; 5. incentive should be given to the <br /> teachers at Charlottesville High School to improve their <br /> class room performance; 6. the teacher evaluation procedure <br /> presently in operation at the high school should be re-examined <br /> jointly by teachers and administrators; 7. the guidance <br /> and counselling staff should.be increased in size, and much <br /> of the clerical responsibility now placed upon the staff <br /> <br /> <br />
