Communication re: Planning <br />Commission - Downtown Mall <br />Project <br /> <br />Staff Report re: RSVP <br /> <br />should be rem~Aid;~ 8. <br /> <br />the content, and structure of the <br /> <br /> guidance and counselling program should he carefully evaluated; <br /> 9. central office administrators need to face the fact that <br /> there is a problem between them and both the high school <br /> teachers and administrators, and all three groups need to <br /> work together to improve~this situation; 10. efforts be made <br /> on the part of both high school personnel and parents to <br /> improve the relationship between parents and the high school <br /> in general; 11. the administration and guidance and <br /> counselling offices should be moved to a more central location, <br /> possibly on the main wing of the second floor; 12. efforts <br /> should be made to secure money for the building of an <br /> auditorium and a new football field and stadium; 13. the <br /> high school should devote much of its energy to decreasing the <br /> extent to which its defacto tracking is related to the social <br /> characteristics of its students; 14. attempts should be made <br /> to involve more students in the extra-curricular activities <br /> of the high school. Mr. Wilken stated than they hope the <br /> school board in particular and people involved with the high <br /> school will analyze the report carefully. Mr. Buck asked if <br /> some mechanism has been devised for the school board and staff <br /> to work with this report, review it and maybe implement some <br /> of the changes suggested. Dr. Jennings replied that they <br /> had just recently received the report and will set up a <br /> mechanism for study and implementation. <br /> <br /> A communication was presented from the Planning Commission <br />outlining the major concerns on the Downtown Mall extension. <br />They are: 1. that the basic concept of continuing the brick <br />over First Street to emphasize the pedestrian nature of the area <br />while allowing vehicles to pass through be retained; 2. that <br />appropriate safety measures and traffic controls be provided <br />so that appropriate warning would be given to cars as well as <br />pedstrians to avoid traffic accidents; and 3. that consideration <br />be given to various proposals to limit vehicular traffic <br />on First Street. This could include allowances for bus <br />travel but not auto. The City Manager stated that the first <br />two concerns are in accord with the plans for_the mall <br />extension, but he is not prepared to recommend buses only <br />on First Street. <br /> <br /> A report was presented from the Department of Planning <br /> <br />and Community Development concerning the question of sponsor- <br />ship of the Retired Senior Volunteer Program. The report <br />listed three alternatives: 1. retaining city sponsorship; <br />2. transferring RSVP to JABA; 3. transferring RSVP to <br />Madison House. The report recommended that the City should <br />retain sponsorship of the program and that RSVP continue <br />to work on improving its transportation for volunteers. <br /> <br />4,8'5 <br /> <br /> <br />
