Staff Report re: <br /> <br />Staff Report re: <br />Railroad Station <br /> <br />Energy Study <br /> <br />C&O <br /> <br />Resolution re: Authorizing <br />Lease with the Citizen's <br />Task Force on Abused <br />Women, Inc. <br /> <br /> Mr. John Greene addressed the Council and presented a <br />proposal for an engineering study of energy savings for City <br />Hall, Charlottesville High School, Buford.Middle School and <br />Walker Middle School. He stated that upon completion of <br />the study the engineering firm will offer a proposal to <br />implement recommendations made in the study and if awarded <br />the contract for implementation the results will be guaranteed. <br />He stated the cost of the study for City Hall complex will <br />be $2,500 and for the four buildings would be $9,500. A <br />motion by Mrs. O'Brien, seconded by Mr. Gatewood that the <br />survey be made for the City Hall Complex and consideration <br />be given to doing the schools after the first report is <br />received, was unanimously adopted. <br /> <br /> Mr. Bob Stripling address~.d the Council and advised <br /> <br />that the City has received verbal notification that our <br />National Endowment for the Arts Grant proposal to study <br />alternative u'ses of the C & 0 Railroad Station has been <br />approved. He stated that we should receive written <br />notification in the next few weeks and in order to insure <br />th at the project proceeds without delay there are a few <br />matters which should be resolved at this time, including: <br />the program frame work within which the architect will <br />develop optional uses and the possible use of a citizens <br />advisory committee to wOrk with the architect. Mrs. O'Brien <br />said she would hope that the major effort on the part of <br />this study would be to develOp something that would be <br />feasible for the private sector, to develop for this project. <br />She stated she was interested in a citizens group working <br />on this project including DCI and suggested that this matter <br />be included on the agenda for the next meeting. <br /> <br /> Mr. Wiley advised the Council that there have been <br />discussions over the past few weeks with the Citizens Task <br />Force on Abused Women and with representatives of CHIP which <br />presently leases What is presently known as The Neighborhood <br />Relocation House to try to arrive at a means by which the <br />task force on abused women could use this house, which was <br />purchased with community development block grant funds as a <br />shelter for abused women and their children. He stated they <br />have tried to'work out an arrangement whereby this house <br />could be used on a shared basis and that the property could <br />still be available for use by people who have been displaced <br />by housing code enforcement situations or other types of <br />housing emergencies. He stated he has prepared a draft of <br /> <br />~uch a lease and with the Council's approval to be forwarded <br /> to the Richmond office of HUD to seek their concurrence, <br /> since it was HUD money which purchased the property originally <br /> and this is a change in the program for which those funds <br /> were originally allocated. Mr. Buck stated that he thought <br /> the City Attorney could draw a lease subject to the qualifications <br /> <br /> <br />
