49O Approval of Master Plan for Ivy Creek Natural Area Communication re: Charlottesville Dev. Group - Vinegar Hill Hotel Project Appropriation re: $5,000 for Jackson-Via School Roof repairs Consideration re: Appropriation - $37,400 Front End Loader some guidelines on how priorities are set and program policies are set. Mr. Greene was requested to have detailed cost estimates prepared for this project and also estimates for extending-the sidewalk on the west side of Rugby Road. He stated he could have this information by March 19th. Mr. Gatewood requested that the staff give a break down of the sidewalk alone and some suggestions as to how the sidewalk could be built without aggrivating the drainage problem. Mr. Gene German, Director of Parks and Recreation addressed the Council and presented the proposed revised master plan for development of the Ivy Creek Natural Area. He stated that the estimated cost for development is $60,000 which includes the entrance road, parking lot, restroom building, utilities, picnic area, nature trails, landscaping and buffer planting. He stated that Council's approval of the revised plan is needed prior to submitting the plan to the County Planning Commission. On motion by Mrs. O'Brien, seconded by Mr. Albro the revised Master Plan was unanimously ap.proved. A resolution was presented from the Charlottesville Development Group recommending that the Council give a high priority to the development of the Vinegar Hill Property as a hotel/conference center. The group further recommends that the City Council consider the use of public financial incentives to attract a hotel/conference center development to the Vinegar Hill Site and the public share of capital costs be limited to approximately 4 million dollars. The City Manager suggested that the members of Council who have questions concerning this project would let him know of their concerns and he would attempt to get the answers. The resolution appropriating $5,000 for the Jackson- Via School Roof which was offered at the meeting of the Council on February 5, 1979, was adopted by the following recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. O'Brien. Noes: None. The City Manager reminded the Council that the Fiscal Year 1979 Budget included a request to replace an articulated loader in the street and sidewalk division of th.e ~Public Works Department. He stated this item was cut by City Council in order to balance the budget and at that time the staff recommended that this request be reviewed when the Fiscal Year. 1978 audit was completed and final fund balances were known. He stated that the estimated cost of a new loader after a trade-in allowance is $37,400 and if the equipment is ordered within the next few months a savings of at least $1,500 can be made because of anticipated
