491 <br /> <br />Consideration re: <br />Appropriation - $37,500 <br />Lighting on Downtown <br />Mall Improvements - <br />Deferred <br /> <br />Consideration re: <br />Appropriation - $6,500 <br />Grants Fund $2,500 <br />General Fund for <br />C & 0 Railway Station <br />Re-Use Study <br /> <br /> price lnc by Mr. Gatewood, seconded by <br /> <br /> Mrs. O'Brien the following resolution was offered and carried <br /> over to the next meeting for consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville, that the sum of $37,400.00, or as much <br /> thereof as may be necessary, is hereby appropriated from <br /> the unappropriated balance of the Capital Projects Fund to <br /> expenditure account 05-00700 for the purchase of a front <br /> end loader by the Public Service Division of the Department <br /> of Public Works. <br /> <br /> The City Manager reported that after some concern <br />expressed by citizens and Council regarding the low intensity <br />of lighting on the Downtown Mall the staff experimented with <br />a number of modifications to increase light intensity. He <br />stated that as part of the design contract on the additional <br />two blocks of the Mall the architect was requested to review <br />the lighting specifications and to design more intense lighting. <br />He stated that the present fixtures can be modified and the <br />proposed redesign will double the present output. He stated <br />that as part of this bid specifications a potential add was <br />included to modify the lighting on the existing Mall and <br />acceptance of this bid would bring all lighting to the same <br />level. He stated that the low bid was made by R. E. Lee <br />Construction Company at $37,520 and that DCI has had an <br />opportunity to review the proposed modifications and supports <br />the upgrading of the lights. Mrs. O'Brien stated that when <br />the lights were designed for the present Mall they were <br />designed with the idea that the merchants would keep the <br />lights on in their windows and some of the merchants are <br />burning their lights at night and some are not. She stated <br />that she would be very reluctant to spend any more public <br />money without a firm commitment from the merchants to burn <br />their lights at night. The Mayor stated that he would check <br />with DCI and report back to Council. <br /> <br /> Mrs. Donna Massey, Executive Director of Downtown <br />Charlottesville, Inc., addressed the Council and requested <br />that the C & O Railway Station Study be conducted on the <br />basis that it would continue to be used by many different <br />community organizations and different ways it could be <br />used by the public in general. On mo.tion by Mrs. O'Brien, <br />seconded by Mr. Buck the following resolution was offered <br />and carried over to the next meeting for consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, that the sum of $2,500 is hereby appropriated <br />from the unappropriated balance of the General Fund to <br />expenditure account 01-02370 as the City's share of the <br />study of potential re-use of the Chesapeake and Ohio Railway <br />Station; and <br /> <br /> <br />
