AND BE IT FURTHE~ RESOLVED, THAT THE CITY COUNCIL OF THE CITY OF <br />CHARLOTTESVILLE BE, AND tt HEREBY IS, ADVISED THAT THE SCHOOL CONSTRUCTION <br />PROGRAM, INCLUDING THE CONSTRUCTION OF THE NEW HIGH SCHOOL FACILITIES, DOES <br />NOT TAKE INTO ACCOUNT ANY ANNEXATION, IT BEING CERTAIN THAT ANNEXATION IN ANY <br />SUBSTANTIAL DEGREE WILL REQUIRE EXPANSION OF THE SAID SCHOOL SYSTEM, AND <br />PARTICULARLY OF THE NEW HIGH SCHOOL FACILITIES, AND THAT SAID NEW HIGH SCHOOL <br />FACILITIES DO NOT INCLUDE IN THE PRESENT PLANS COMMUNITY FACILITIES~ THE <br />LARGER AUDITORIA~ THE SWIMMING POOLS~ AND THE OTHER RECREATIONAL AREAS <br />DESIRABLE FOR GENERAL COMMUNITY USE~ BUT RATHER ARE SIZED FOR EDUCATIONAL <br />PURPOSES ONLY. <br /> <br />FIVE YEAR BUILDING <br />PROGRAM PRESENTED <br /> <br />COMMITTEE REPORT RE: <br />PROPOSED VOCATIONAL <br />EDUCATIONAL CENTER <br /> <br /> MR. J. A. KESSLER, JR. ADDRESSED THE COUNCIL AND DISCUSSED THE RESOLUTION <br />PERTAINING TO THE TWO PROPOSED HiGH SCHOOLS. HE STATED THAT TWO SITES HAD BEEN <br />SELECTED AFTER EXTENSIVE INVESTIGATION BY THE SITE SELECTION COMMITTEE, ONE ON <br />THE NORTH SIDE OF THE CITY AND ONE ON THE SOUTH SIDE. AFTER A LENGTHY DISCUSSION <br />OF THE SITES AND ONE HIGH SCHOOL VERSUS TWO HIGH SCHOOLS~ THE MEETING WAS RECESSED <br />AND CONT!I:rNUED :UNTIL 2~OOP. M.:':ON MONDAy~DECEMBER 2, 1968. <br /> <br /> COUNCIL CHAMBER - DECEMBER 2, t968 <br /> 2:00 P. M. <br /> <br /> THE SPECI.AL;MEETING OF NOVEMBER 26~ 1968 WAS RECONVENED:AND.CONTINUED ON THIS <br /> <br />DATE WITH THE FOLLOWING HEMBERS PRESENT: MR. DAVIS, MR. RINEHART, MR. VAN YAHRES, <br /> <br />MR. VOGT AND MR. WRIGHT. ABSENT: NONE. <br /> <br /> MR. J. A. KESSLER~ JR. CONTINUED HIS PRESENTATION WITH ADDITIONAL COST FIGURES <br />REGARDING THE PROPOSED HIGH SCHOOL CONSTRUCTION PROGRAM. OTHER MEMBERS OF THE SCHOOL <br />BOARD AND SCHOOL ADMINISTRATION COMMENTED ON VARIOUS ASPECTS OF THE SCHOOL BOARD'S <br />RESOLUTION. MR. LOUIE SCRIBNER STATED THAT THE ARCHITECTS HAD ESTIMATED IT WOULD <br />TAKE AT LEAST THtRTY-NI:NE (39) MONTHS FROM THE START Of THE DESIGN TO COMPLETION <br /> <br />WHICH WOULD MEAN ~HE SCHOOLS COULD BE IN OPERATION BY SEPTEMBER~ 1972 AT TH~ EARLIEST. <br /> <br /> MR. KESSLER AND MR. THOMAS Jo MtCHIE~ JR. PRESENTED THE FIVE YEAR BUILDING PROGRAM <br />AS ADOPTED BY THE SCHOOL BOARD. THiS INCLUDES A JOINT CITY-COUNTY VOCATIONAL CENTER, <br />THE RENOVATION OF LANE HIGH SCHOOL AS A NEW MIDDLE SCHOOL~ AND THE RENOVATION OF <br />BURNLEY-MORAN~ CLARK~ VENABLE~ AND JOHNSON ELEMENTARY SCHOOL. <br /> <br /> MR. MICHIE ALSO PRESENTED THE FOLLOWING COMMITTEE REPORT~ ADOPTED BY THE SCHOOL <br />BOARD, WHICH ESTABLISHED GENERAL PROVISIONS FOR THE JOINT OPERATION AND CONSTRUCTION <br />OF THE PROPOSED VOCATIONAL EDUCATIONAL CENTER; <br /> <br /> THE JOINT COMMITTEE CONSTITUTED TO STUDY COOPERATION AND.MERGER BETWEEN THE <br />SCHOOL DIVISIONS OF THE CITY OF CHARLOTTESVILLE AND COUNTY OF ALBEMARLE HAS STUDIED <br />THE DESIRABILITY AND FEASIBILITY oF ESTABLISHING A JOINT VOCATIONAL EDUCATION CENTER. <br /> <br /> THE COMMITTEE RECOMMENDS THAT SUCH A CENTER BE ESTABLISHED PURSUANT TO A WRITTEN <br />AGREEMENT BETWEEN THE TWO DIVISIONS PREPARED BY COUNSEL. WE TENTATIVELY RECOMMEND <br />THAT 'THE AGREEMENT CONTAIN THE FOLLOWING BASIC PROVISIONS. <br /> <br /> 1. THE LAND' FACILITIES AND EQUIPMENT FOR SUCH PROGRAM SHOULD BE PAID FOR <br />EQUALLY AND OWNED JOINTLY BY THE CITY AND COUNTY. CAPITAL IMPROVEMENTS THEREAFTER <br />SHOULD BE HANDLED SIMILARLY. <br /> <br /> 2. THE OPERATIONAL EXPENSES FOR THE FIRST YEAR SHOULD BE PAID FOR EQUALLY. <br />THEREAFTER THE OPERATIONAL EXPENSES SHOULD BE PAID FOR IN THE SAME PROPORTION AS <br />THE PRECEDING YEAR~S AVERAGE DAILY ATTENDANCE RECORDS FOR ALL STUDENTS IN GRADES 9 <br />THROUGH 12 OF EACH SCHOOL DIVISION BEAR TO EACH OTHER. <br /> <br /> 3. EACH DIVISION WOULD BE ENTITLED TO ENROLL THAT SAME PROPORTION OF STUDENTS <br /> <br />IN THE CENTER BUT BY MUTUAL AGREEMENT AND FINANCIAL ADJUSTMENT THIS PROPORTION COULD <br />BE ALTERED. <br /> <br /> <br />
