THE PROGRAM SHOULD BE UNDER THE CONTROL Of A DIRECTOR OF VOCATIONAL <br />EDUCATION WHO SHOULD BE RESPONSIBLE TO THE SUPERINTENDENT Of THE SCHOOL DIVISIONS <br />ALTERNATELY EACH YEAR. <br /> <br /> 5. SUCH SUPERINTENDENT SHOULD BE DIRECTLY RESPONSIBLE TO A JOINT BOARD <br />CONSISTING OF SIX MEMBERS~ THREE HEMBERS FROM THE CITY SCHOOL BOARD AND THREE <br />FROM THE COUNTY SCHOOL BOARD~ WHICH BOARD SHOULD BE THE GOVERNING BODY OF THE <br />VOCATIONAL EDUCATION PROGRAM. <br /> <br /> 6. THE JOINT BOARD SHOULD HAVE THE DUTY TO PREPARE A BUDGET FOR THE <br />VOCATIONAL EDUCATION CENTER. AFTER THAT BUDGET IS ADOPTED BY THIS BOARD, TT <br />WOULD BE CONSIDERED BY THE TWO SCHOOL BOARDS. <br /> <br /> 7. A METHOD OF EXPANSION OF THE PROGRAM WHEN AND IF NEEDED SHOULD BE <br />PROVIDED. <br /> <br /> 8. ADULT EDUCATION PROGRAMS SHOULD BE FINANCED AND ADMINISTERED ON TUITION <br />BASIS UNDER THE DIRECTION OF THE DIRECTOR AND JOINT BOARD. <br /> <br /> 9. THE VOCATIONAL EDUCATION PROGRAm SHOULD BE OPERATED JOINTLY UNTIL IT <br /> <br />tS mUTUALLY AGREED THAT IT SHOULD BE DISSOLVED, AND SOME PROVISION FOR TERMINATION <br />SHOULD BE PROVIDED IN THE EVENT ONE SCHOOL SYSTEM DECIDES TO TERMINATE ITS PROGRAM. <br /> <br /> THE COMMITTEE RECOMMENDS THAT COURSES BE OFFERED INITIALLY ~N THE FOLLOWING <br /> <br />AREAS: <br /> 1, AIR CONDITIONING, REFRIGERATION~ PLUMBING~ HEATING~ SHEET METAL WORK. <br /> 2. AUTO MECHANICS. <br /> 3. COSHETOLOGY. <br /> 4. CARPENTRY AND CABINET MAKING. <br /> 5. DATA PROCESSING. <br /> 6. ELECTRONICS AND ELECTRICITY. <br /> 7. FOOD SERVICE. <br /> 8. HACHINE TRADES. <br /> 9. HASONRY. <br /> 10. PRACTICAL NURSING. <br /> ~1o DRAFTING AND BLUE PRINT READING. <br /> 12. IN ORDER TO TAKE ADVANTAGE OF THESE FUNDS AT <br />THE EARLIEST POSSIBLE TIME THE COMMITTEE RECOMMENDS THAT THE TWO SCHOOL BOARDS: <br /> <br /> (1) OBTAIN GENERAL APPROVAL FROM THEIR GOVERNING BODIES FOR THE PLAN TO <br />ESTABLISH A VOCATIONAL CENTER; <br /> <br /> (2) PREPARE AND EXECUTE LEGAL AGREEMENT BETWEEN THE TWO SCHOOL DIVISIONS <br />AS OUTLINED ABOVE; AND <br /> <br /> <br />
