MAYOR'S STATEMENT RE: <br />SCHOOLS <br /> <br />WELFARE REPORT PRESENTED <br /> <br /> THE FOLLOWING STATEMENT WAS MADE BY THE MAYOR: <br /> <br /> IN WORKSHOP SESSIONS WITH THE SCHOOL BOARD IT WAS STATED THAT ~ IS <br />NECESSARY FOR THE COUNCIL TO GIVE DIRECTION TO THE SCHOOL BOARD WITH REGARD TO <br />THE POSSIBLE EXPANSION OF THE CITY'S BOUNDARIES. WITH THIS IN MIND IT IS THE <br />OPINION OF THIS COUNCIL THAT IF TWO HIGH SCHOOLS ARE TO BE BUILT EACH SCHOOL <br />SHOULD HAVE CORE FACILITIES DESIGNED TO ACCOMMODATE 1500 STUDENTS AND CLASSROOM <br />FACILITIES TO ACCOMMODATE 1200 STUDENTS IF SUCH SCHOOLS ARE TO BE OPERATIONAL IN <br />THE FALL OF 1972. <br /> <br /> MR. VOGT ALSO STATED THAT THE COUNCIL WOULD DEAL WITH THE RESOLUTIONS FROM <br />THE SCHOOL BOARD AT THE NEXT REGULAR MEETING. <br /> <br /> THE WELFARE REPORT FOR THE MONTH OF NOVEMBER~ 1968 WAS PRESENTED AND ORDERED <br /> <br />FILED WI:TH THE MINUTES OF THIS MEETING. <br /> ON MOTION THE MEETING ADJOURNED. <br /> <br />,~,~ £ .... <br />CLERK(.-_) <br /> <br />PUBLIC HEARING RE: REZONE <br />NASSAU STREET <br /> <br />REQUEST RE: SHAMROCK, RD. <br /> <br />REPORT RE: <br />HIGHWAY SAFETY COMMISSION <br /> <br />THE COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING MEMBERS <br />PRESENT: MR. DAVIS, MR. RINEHART~ MR. VAN YAHRES, MR. VOGT AND MR. WRIGHT. ABSENT: NONE. <br /> <br /> REV. DONALD A. GIVENS7 PASTOR OF JEFFERSON PARK BAPTIST CHURCH, GAVE THE <br />INVOCATION. <br /> <br /> THE MINUTES OF THE MEETING OF DECEMBER 16, 1968 WERE READ AND APPROVED. <br /> <br /> A PUBLIC HEARING WAS HELD ON THIS DATE ON A REQUEST TO REZONE PARCELS 79 AND 79/1 <br />ON THE SOUTHEAST SIDE OF NASSAU STREET FROM R-2 RESIDENTIAL TO M-t INDUSTRIAL. A <br />COMMUNICATION WAS PRESENTED FROM THE PLANNING COMMISSION RECOMMENDING THAT THE <br />PROPERTY BE REZONED TO B-3 BUSINESS. MR. CARROLL WRIGHT ADDRESSED THE COUNCIL IN <br />SUPPORT OF THE PETITION. SINCE THERE WAS SOME QUESTION ABOUT THE ADJACENT ZONING~ <br />ACTION ON THIS REQUEST WAS DEFERRED UNTIL THE NEXT MEETING. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM PRESTON A. COINER REQUESTING THAT CONSIDERATION <br />BE GIVEN TO IMPROVING SHAMROCK ROAD FROM THE SOUTHERN RAILROAD TO CHERRY AVENUE. MR. <br />COINER ALSO ADDRESSED THE COUNCIL IN SUPPORT OF THE REQUEST. THIS MATTER WAS REFERRED <br />TO THE STREET COMMITTEE FOR INVESTIGATION AND REPORT, <br /> <br />THE FOLLOWING COMMUNICATION WAS PRESENTED FROM THE HIGHWAY SAFETY COMMISSION: <br />THE CHARLOTTESVILLE HIGHWAY SAFETY COHMISSION AT ITtS MEETING ON MONDAY~ <br />DECEMBER 237 1968 ADOPTED A PROGRAM DESIGNED TO IMPROVE POLICE TRAFFIC SERVICES <br />FOR THE CITY OF CHARLOTTESVILLE. SPECIFICALLY, THE PROGRAM WILL (1) TRAIN <br />INSTRUCTOR OR INSTRUCTORS NEEDED TO CONDUCT IN-SERVICE TRAINING COURSES. <br />(2) ESTABLISH A THIRTY (30) HOUR IN-SERVICE TRAINING PROGRAM ON A FORMAL <br /> <br />AND PLANNED BASIS FOR ALL POLICE OFFICERS ASSIGNED TO TRAFFIC. (SEE ATTACHED <br /> <br />TENTATIVE LIST OF COURSES). <br /> <br /> ~T IS ESTIMATED THAT THE COST OF THE PROGRAM FOR THE FISCAL YEAR 1969-70 <br /> <br />WILL BE; <br /> <br /> 1. <br /> <br />TRAINING INSTRUCTOR/INSTRUC%ORS AT NORTHWESTERN TRAFFIC INSTITUTE - <br />(SALARY, TUITION AND EXPENSES) $3647.00 <br /> <br />IN-SERVICE TRAINING PROGRAM - (SALARY AND EQUIPMENT) <br /> 5095',00 <br /> TOTAL $8742.00 <br /> CITY SHARE 5C~ 4371.OO <br /> FEDERAL SHARE 50o/00 4371.00 <br /> <br />THE COMMISSION RECOMMENDS THAT CITY COUNCIL APPROVE THE PROGRAM AND <br /> <br />AUTHORIZE THE CITY MANAGER TO SUBMIT THE NECESSARY APPLICATION FOR A FEDERAL <br /> <br /> <br />
