PLANNING <br />DISTRICT <br /> <br />RESOLUTION RE: <br />JEFFERSON-MADISON <br />REGIONAL LIBRARY <br /> <br />3.4 <br /> <br /> ON MOTION BY MR. VAN YAHR~,,,:~;SECONDED BY MR. GILLIAM THEE FOLLOWING RESOLUTION WAS <br /> UNANIMOUSLY ADOPTED: <br /> <br /> WHEREAS, THE UNIFORM RELOCATION AND REAL PROPERTY ACQUISITION POLICIES ACT <br /> OF 1970 (HEREINAFTER REFERRED TO AS THE "ACT" ), ENACTED ON JANUARY 2, 1971, PROVIDED <br /> THE RELOCATION COST OF FEDERALLY AIDED PROdECTS MUST BE SHARED BY THE FEDERAL <br /> AND LOCAL GOVERNMENTS AFTER JULY 1, 1972, IN CONTRAST TO THE FEDERAL GOVERNMENT <br /> BEARING 100% OF THE COST AS WAS THE CAS PRIOR TO JULY 1, I972~ AND <br /> <br /> WHEREAS, THE ACT SIGNIFICANTLY INCREASED THE AMOUNT OF PAYMENTS TO BE <br /> MADE TO PERSONS DISPLACED AS A RESULT OF GOVERNMENT ACTIONS~ AND <br /> <br /> WHEREAS, THE COMBINATION OF THE ABOVE TWO FACTORS HAS MARKEDLY INCREASED <br /> THE FINANCIAL BURDEN TO BE BOtJRNE BY LOCAL GOVERNMENTS IN CARRYING OUT URBAN RENEWAL <br /> PROJECT~ AND <br /> <br /> WHEREAS, THE CITY OF CHARLOTTESVILLE HAS BEEN PURSUING A POLICY OF IMPROVING <br /> THE QUALITY OF LIFE OF ITS CITIZENS THROUGH URBAN RENEWAL SINCE 1960, AND DESIRES TO <br /> CONTINUE THIS WORTHWHILE ENDEAVOR~ AND <br /> <br /> WHEREAS, THERE ARE NOW BEFORE SEVERAL CONGRESSIONAL COMMITTEES VARIOUS <br /> AMENDMENTS WHICH PROVIDE FOR THE RESTORATION FO 100% FEDERAL FUNDING FOR RELOCATION <br /> BENEFITS TO BE PAID TO PERSONS DISPLACED THROUGH GOVERNMENTAL ACTION. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br /> THAT THE CONGRESSIONAL COMMITTEES RESPONSIBLE FOR CONSIDERING THE ABOVE MENTIONED <br /> AMENDMENTS TO THE UNIFORM RELOCATION AND REAL PROPERTY ACQUISITION POLICIES ACT OF <br /> 1970 BE ADVISED OF THIS BODY'S UNANIMOUS SUPPORT OF THESE AMENDMENTS, AND THAT THE <br /> COMMITTEES BE URGED TO TAKE POSITIVE ACTION WITH RESPECT TO AMENDING THE ACT TO <br /> RESTORE 100% FEDERAL FUNDING OF RELOCATION COSTS. <br /> <br /> AN ORDINANCE ENTITLED "AN 0RB!NANCE TO ~-~ENB AND REORDAIN SECTION 18-33 OF THE <br /> CODE OF THE CITY OF CHARLOTTESVILLE, 1965, RELATING TO MAXIMUM AND MINIMUM SPEED <br /> <br /> LIMITS, ETC.,'" WHICH WAS OFFERED AT THE MEETING OF THE COUNCIL ON OCTOBER 1, 1973, WAS <br /> <br /> ADOPTED BY THE FOLLOWING RECORDED VOTE. AYES: MR. BARBOUR, MR. FIFE, MR. GILLIAM, <br /> MRS. RINEHART AND MR. VAN YAHRES. NOES: NONE <br /> <br /> AN ORDINANCE ENTITLED "AN ORDINANCE ADOPTING BY REFERENCE THE VIRGINIA UNIFORM <br /> STATEWIDE BUILDING CODE OF THE OFFICIAL BUILDING'CODE FOR ENFORCEMENT IN THE CITY <br /> <br /> OF CHARLO]-FESVILLE, IN CONFORMITY WITH STATE REGULATIONS," WHICH WAS OFFERED AT THE <br /> MEETING OF THE COUNCIL ON OCTOBER 1, i973, WAS ADOPTED BY THE FOLLOWING RECORDED VOTE. <br /> AYES: MR. BARBOUR, MR. FIFE, MR. GILLIAM, MRS. RINEHART AND MR. VAN YAHRES. NOES: NONE <br /> <br /> ON MOTION BY MR. VAN YAHRES, SECONDED BY MRS. RINEHART THE THOMAS JEFFERSON <br /> <br /> PLANNING DISTRICT WAS REQUESTED TO JOIN IN STUDYING METHODS OF DISPOSAL OF SOLID <br /> <br /> WASTE FOR THE FUTURE. <br /> <br /> ON MOTION BY MR. VAN. YAHRES, SECONDED BY MRS. RINEHART THE FOLLOWING RESOLUTION <br /> <br /> WAS UNANIMOUSLY ADOPTED. <br /> <br /> WHEREAS, THIS COUNCIL HAS REPEATEDLY EXPRESSED ITS COMMITMENT TO <br />PROVIDE IMPROVED LIBRARY SERVICES TO LOCAL CITIZENS THROUGH THE JEFFERSON- <br />~ADISON REGIONAL LIBRARY AND HAS APPROVED IN PRINCIPLE THE COMMITMENT OF <br />SUBSTANTIAL LOCAL FUNDS FOR CONSTRUCTION OF A NEW CENTRAL FACILITY OF WHICH <br />THE CITY'S SHARE IS PRESENTLY ANTICIPATED TO BE $750,000~ AND <br /> <br /> WHEREAS, FUNDS FOR STATE ASSISTANCE TO LIBRARIES ARE CURRENTLY <br />BUDGETED AT LEVELS SUBSTANTIALLY BELOW THE MAXIMUM ALLOWABLE UNDER STATE <br />LAW~ AND <br /> <br /> WHEREAS, INCREASED STATE FINANCIAL ASSISTANCE TO LOCAL LIBRARIES IS <br />BADLY NEEDED TO ENABLE LOCAL GOVERNMENTS TO PROVIDE THE LEVEL OF LIBRARY <br />SERVICES WHICH WILL ENABLE THE CITIZENS OF THIS COMMONWEALTH TO ACHIEVE <br />THEIR MAXIMUM EDUCATIONAL CULTURAL DEVELOPMENT~ <br /> <br /> NOW, THEREFORE, BE' IT RESOLVED BY THE COUNCI_ OF THE CITY OF <br />CHARLOTTESVILLE THAT IS THE SENSE OF THIS COUNCIL THAT AN INCREASED <br />COMMITMEN~ OF STATE FUNDS FOR LIBRARY PURPOSES IS IN THE BEST INTEREST OF <br />ALL CITIZENS OF VIRGINIA; AND <br /> <br /> BE IT FURTHER RESOLVED THAT A COPY OF THIS RESOLUTION BE SENT TO THE <br />GOVERNOR OF THIS COMMONWEALTH AND THAT HE BE URGED TO RECOMMEND TO THE <br />GENERAL ASSEMBLY THE APPROPRIATION OF THE FULL LEGALLY ALLOWABLE AMOUNT <br />TO LIBRARY FUNDS IN THE NEXT BIENNIAL BUDGET. <br /> <br /> THE CITY ATTORNEY ADVISED THE COUNCIL THAT HE HAD FILED A NOTICE WITH <br /> <br />INTERVENE RE: <br />TELEPHONE RATE <br />INCREASE <br /> <br />THE STATE CORPORATION COMMISSION OF THE CITY'S INTENTION TO INTERVENE IN <br /> <br />THE VIRGINIA TELEPHONE AND TELEGRAPH RATE' INCREASE. ~R. WILEY STATED THAT <br /> <br />HE HAD INVESTIGATED THE POSSIBILITY OF SHARING THE COST WITH OTHER LOCALITIES <br /> <br />BUT THE RESPONSE HAS NOT BEEN FAVORABLE. ON MOTION BY MR. GILLIAM, SECONDED <br /> <br />BY MR. 'BARBOUR THE CITY' ATTORNEY WAS AUTHORIZED TO' ENGAGE THE FIRM OF <br /> <br /> <br />
