VAN YAHRES STATED THAT HE'q~QULD FEEL MORE COMFORTABLE WITH THE PREVIOUS FIGURES <br /> <br />IN THE RANGE OF 1,3 TO 1.5 MILLION DOLLARS AS THE CITY CONTRIBUTION. <br /> <br /> MR. CLEMENTS INSISTED ON KNOWING WHAT FIGURE THE CENTRAL CITY COMMISSION COULD DEPEND <br /> <br />ON AND STATED THAT HE DID NOT SEE HOW THE PROJECT COULD BE DONE FOR LESS THAN 2 TO 2.2 <br /> <br />MILLION DOLLARS. <br /> <br /> ON MOTION BY MR. RINEHART ASKED FOR COUNCILtS OPINION ON RETURN CONTAINER LEGISLATION. FIFE, MR. GILLIAM, MRS. RINEHART AND MR. VAN YAPRES. ABSENT: MR. BARBOUR. <br /> <br /> THE MINUTES OF THE MEETINGS OF JANUARY 22 AND 28, 1974 WERE APPROVED AS ODRRECTED. <br /> <br /> MR. LEE HALL, ADDRESSED THE CZ)UNCIL AND QUESTIONED THE LEGALITY OF TWO MEMBERS OF THE <br /> COUNCIL MAKING A DECISION ON BUILDING TPE~ DOWNTOWN MALL. HE STATED THAT IN HIS OPINION <br /> THIS MATTER SHOULD BE PUT TO A REFERENDUM. <br /> <br /> ON MOTION BY MR. VAN YAHRES, SECONDED BY MRS. RINEHART ACTION ON THE DOWNTOWN MALL <br />PROJECT AND PURCHASE OF PROPERTY AT 2ND AND MAIN STREET WAS POSTPONED UNTIL A SPECIAL <br />MEETING TO BE HELD ON FEBRUARY 7, 1974 AT 1:30 P.M.. <br /> <br /> THE CITY MANAGER ADVISED THE COUNCIL THAT BIDS HAD BEEN RECEIVED FOR THE CONSTRUCTION <br />DF THE CLUB HOUSE AT PEN PARK. HE STATED THAT THE LOW BID DF $59,666.00 WAS SUBMITTED BY <br />THE DOUBLE C CORPORATION AND llHE SECOND LOW BID WAS SUBMITTED BY THE GELLETTEY COMPANY. <br /> <br />MR. HENDRIX RECOMMENDED THAT THE BID OF GELLETTY BE ACCEPTED SINCE THE ENGINEER WHO DESIGNED <br />THE ELECTRICAL AND MECHANICAL ASPECTS OF THE PROJECT OWNES A 50% INTEREST IN THE DOUBLE C <br />CORPORATION. ON MOTION BY MRS. RINEHART, SECONDED BY MR. VAN YAHRES THE CITY MANAGERtS <br />RECOMMENDATION WAS UNANIMOUSLY ADOPTED. <br /> <br /> ON MOTION BY MR. GILLIAM, SECONDED BY MRS. RINEHART THE FOLLOWING RESOLUTION WAS <br />UNANIMOUSLY ADOPTED. <br /> <br /> WHEREAS, THE GENERAL ASSEMBLY OF THE COMMONWEALTH OF VIRGINIA HAS PROVIDED BY <br />STATUTE FOR THE ESTABLISHMENT OF A LAW ENFORCEMENT TRAINING STANDARDS COMMISSION AND HAS <br />ASSIGNED TO SUCH COMMISSION THE AUTNE)RITY AND THE RESPONSIBILITY FOR ESTABLISHING CRITERIA <br />FOR THE RECRUITMENT AND ADVANCJED TRAINING OF LAW ENFORCEMBT OFFICERS WITHIN THE <br />COMMONWEALTHI AND <br /> <br /> WHEREAS, THE COMMISSION CONSIDERS THAT THE MINIMUM FOR RECRUIT TRAINING SHALL NOT <br />BE LESS THAN SIX WEEKS OF APPROVED TRAINING AND THAT ALL LAW ENFORCEMENT OFFICERS MUST <br /> <br /> <br />
