CONSIDERATION RE: <br />APPROPRIATION <br /> <br />APPOINTMENT RE: <br />BOARD OF ARCHITECTURAL <br />REVIEW <br /> <br />RESOLUTION RE: <br />DISPOSABLE CONTAINER <br />BILL <br /> <br />ENFORCEMENT RE: <br />ANTI-LITTER LAW <br /> <br />APPOINTMENT RE: <br />MENTAL HEALTH <br /> <br />ORDINANCE RE: <br />STEWART STREET <br /> <br />RESOLUTION RE: <br />STATE SCHOOL <br />ASSISTANCE FORIVlUAL <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE THAT $1,879.00 <br />BE AND THE SAME IS HEREBY APPROPRIATED IN ACCORDANCE WITH THE FOREGOING REQUEST. <br /> <br /> ON MOTION BY MRS. RINEHART, ~. K. EDWARD LAY AND MR. ROBERT P. MAKIELSKI WERE <br />APPOINTED TO THE BOARD OF A~CHITECTURAL REVIEW BY UNANIMOUS VOTE. <br /> <br /> A HEARING WAS HELD ON PROPOSED DISPOSABLE CONTAINER LEGISLATION BEING CONSIDERED BY <br />THE GENERAL ASSEMBLY. MS. DIANE HOLZENBECK, NOREEN MULLIKEN, JUDY TAYLOR AND MR. TOM <br />STOTT SPOKE IN FAVOR OF THE COUNCIL SUPPORTING THIS LEGISLATION AND W. J. KIRTLEY, <br />JOHN FLINT AND JOHN STROUD SPOKE IN OPPOSITION. <br /> <br /> ON MOTION BY ~RS. RINEHART, SECONDED BY ~R. VAN YAHRES IT WAS RESOLVED THAT THE <br />COUNCIL OF THE CITY OF CHARLOTTESVILLE EXPRESS ITS WHOLE HEARTEJ~SUPPORT OF THE CONCEPT <br />OF RETURNABLE BOTTLES AND CANS. THE FOREGOING RESOLUTION WAS ADOPTED BY THE FOLLOWING <br />VOTE. AYES: MR. GILLIAM, MRS. RINEHART AND ~. VAN YAPRES. NOES: MR. BARBOUR AND <br />MR. FIFE. <br /> <br /> A MOTION BY tCR. GILLIAM, SECONDED BY MRS. RINEHART THAT THE CHIEF OF POLICE BE <br />INSTRUCTED TO STEP UP THE ANTI-LITTER LAW ENFORCEMENT, WAS UNANIMOUSLY ADOPTED. <br /> <br /> ON MOTION BY MR. GILLIAM, SECONDED BY'MR.,VAN YAHRES THE APPOINTMENT OF MR. ROBERT <br /> <br />L. JOHNSON TO THE REGION X, MENTAL HEALTH AND RETARDATION SERVICES BOARD FROM NELSON <br /> <br />COUNTY WAS RATIFIED. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE PLANNING COMMISSION RECOMMENDING THAT THE <br />REQUEST FOR REZONING PROPERTY AT NUMBER 8 STEWART STREET BE APPROVED. AN ORDINANCE ENTITLED <br />"AN ORDINANCE R4ENDING AND REENACTING THE DISTRICT MAP INCORPORATED IN SECTION 4 OF <br />ARTICLE III OF APPENDIX II OF THE CODE OF THE CITY OF CHARLO]-FESVlLLE, 1965, BY THE <br />ZONING OF TWO PARCELS OF LAND LOCATED ON STEWART STREET," WAS OFFERED BY MR. VAN YAHRES, <br />SECONDED BY MRS. RINEHART AND ADOPTED BY THE FOLLOWING RECORDED VOTE. AYES: ~R. BARBOUR, <br />MR. FIFE, MR. GILLIAM, mS. RINEHART AND MR. VAN YAHRES. NOES: NONE. <br /> <br /> ON MOTION BY MR. GILLIAM, SECONDED BY MR. VAN YAHRES THE FOLLOWING RESOLUTION WAS <br />UNANIMOUSLY ADOPTED. <br /> <br /> WHEREAS, THE AMENDED CONSTITUTION OF THE COMMONWEALTH OF VIRGINIA OVER- <br />WHELMINGLY ADOPTED BY THE CITIZENS AND THE GENERAL ASSEMBLY STATES THAT THE GENERAL ASSEMBLY <br />SHALL PROVIDE FOR QUALITY EDUCATION IN THE PUBLIC SCHOOL SYSTEM; AND <br /> <br /> WHEREAS, MANY SCHOOL DISTRICTS IN THE STATE, INCLUDING THE CHARLOTTESVILLE <br />DISTRICT, HAVE MADE REASONABLE EFFORT FOR MANY YEARS TO PROVIDE FOR QUALITY PUBLIC <br /> EDUCATION THROUGH TPE SECONDARD EDUCATIONAL LEVELI AND <br /> <br /> WHEREAS, A GREATER PROPORATION OF LOCAL TAX RESOURCES HAVE BEEN DIVERTED TO <br /> PUBLIC EDUCATIONAL PURPOSES IN MOST OF THESE SCHOOL DISTRICTS THAN HAS BEEN EXPENDED FOR <br /> SUCH PURPOSES FROM THE STATE AS A WHOLE; AND <br /> <br /> WHEREAS, THE EFFORTS IN SUCH DISTRICTS TO PROVIDE FOR QUALITY EDUCATION IS <br /> REFLECTED IN THE COMPARATIVE TEST SCORES ATTAINED BY STUDENTS FROM THESE DISTRICTS AND BY <br /> THE PERCENTAGE OF GRADUATES WHO SEEK HIGHER EDUCATION~ AND <br /> <br /> WHEREAS, THERE HAS BEEN DEVELOPED A PROPOSED FORMULA, AMENDED BY FORMER GOVERNOR <br /> HOLTON, FOR ASSISTING SCHOOL DISTRICTS FINANCIALLY TO MEET OR EXCEED THE STANDARDS OF <br /> QUALITY OF EDUCATION ESTABLISHED BY ADMINISTRATIVE PERSONS AND AGENCIES AS WELL AS BY THE <br /> GENERAL ASSEMBLY OF VIRGINIA~ AND <br /> <br /> WHEREAS, THE PROPOSED FORMULA FOR STATE FINANCING WHICH HAS BEEN SUBMITTED TO <br /> THE GENERAL ASSEMBLY FAILS TO ADEQUATELY RECOGNIZE PREVIOUS EFFORT FOR THOSE TWENTY- <br /> NINE SCHOOL DISTRICTS WHICH WILL RECEIVE LITTLE OR NO INCREASE IN STATE-ALLOCATED FUNDS <br /> FOR LOCAL SCHOOL DISTRICTSI AND <br /> <br /> WHEREAS, IN THE CASE OF THE CHARLOTTESVILLE DISTRICT THERE WOULD BE A LOSS OF <br /> STATE FINANCING HAD THERE NOT BEEN A PROVISION IN THE PROPOSED FORMULA TO GUARANTEE THE <br /> SAME LEVEL OF FINANCING OF PUBLIC EDUCTION BY THE STATEI AND <br /> <br /> WHEREAS, WITH THE EVER INCREASING COST OF PERSONEL SERVICES, MATERIALS AND <br /> SUPPLIES AS WELL AS CONSTRUCTION COSTS, THE EFFECTIVE RESULT WILL BE A REDUCED ALLOCATION <br /> TO SUCH SCHOOL DISTRICTS; AND <br /> <br /> <br />
