<br />EXECUTIVE SESSION
<br />
<br /> WHEREAS, The ADOPTION OF THE PROPOSED FINANCING PROGRAM FOR PUBLIC EDUCATION AS
<br />PRESENTED IS EXPECTED TO CAUSE SCHOOL BOARDS, SCHOOL ADMINISTRATORS, ANDLOCAL GOVERNING
<br />BODIES IN DISTRICTS WHICH HAVE MADE THE GREATEST EFFORT TO PROVIDE FOR QUALITY EDUCATION
<br />TO DISCONTINUE' SUCH EFFORTS IN LIGHT OF THE APPARENT STATE POLICY OF REW/~RDING THE
<br />SCHOOL DISTRICTS WHICH HAVE PUT FORTH THE LEAST AMOUNT OF EFFORT, IN EFFECT PENALIZING
<br />THE DISTRICTS WHERE GREATEST PROGRESS HAS BEEN ACCOMPLISHED.
<br />
<br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CHARLOTTESVILLE THAT IT DOES
<br />HEREBY REQUEST AND URGE GOVERNOR MILLS E. GODWIN, THE VIRGINIA STATE BOARD OF EDUCATION,
<br />THE VIRGINIA STATE DEPARTMENT OF EDUCATION, AND THE MEMBERS OF ~HE GENERAL.ASSEMBLY OF
<br />THE COMMONWEALTH OF VIRGINIA TO REWRITE THE PROPOSED ALLOCATION FORMULA OR PLAN FOR STATE
<br />ASSISTANCE TO LOCAL SCHOOL DISTRICTS'TO PROVIDE EQUITABLE ASSISTANCE TO THE TWENTY-NINE
<br />SCHOOL DISTRICTS WHICH WILL, IN EFFECT, BE PENALIZED SHOULD THE PROPOSED FINANCING PLAN
<br />BE ADOPTED.

<br /> BE IT FURTHER RESOLVED THAT A POLICY BE FORMULATED FOR FUTURE ALLOCATION OF
<br />STATE EDUCATIONAL FUNDS THAT WILL RECOGNIZE THE EFFORTS OF SCHOOL DISTRICTS WHICH HAVE
<br />PROVIDED NECESSARY FUNDING FOR QUALITY EDUCATIONAL PROGRAMS RATHER THAN SEEMING TO
<br />RECOGNIZE ONLY THOSE WHO HAVE NOT ALLOCATED ADEQUATE LOCAL RESOURCES FOR SUCH PURPOSES.

<br />UNANIMOUSLY ADOPTED.
<br />
<br /> WHEREAS, THE CITY COUNCIL OF THE CITY OF CHARLOTTESVILLE IS CONCERNED WITH
<br />IMPROVING SELF-ESTEEM, SOCIAL COOPERATIEIN, AND CONSTRUCTIVE ACHIEVEMENT FOR YOUTH IN ~HE
<br />COMMUNITY: CONDITIONS WHICH LEAD TO THE PREVENTION A~D ALLEVIATION OF DELINQUENCY
<br />WITHIN THE COMMUNITY; AND
<br />
<br /> WHEREAS, THE CITY COUNCIL OF THE CITY OF CHARLO~-FESVILLE HAS DEVELOPED A
<br />PROGRAM ENTI~q_ED THE DELINQUENCY PREVENTION PROJECT TO PROVIDE EMERGENCY AND SUSTAINING
<br />INTENSIVE COUNSELING FOR CERTAIN SCHOOL AGE YOUTH; AND
<br />
<br /> WHEREAS, THE CITY COUNCIL OF THE CITY OF CHARLOTTESVILLE HAS RECEIVED APPROVAL
<br />BY THE DEPARTMENT OF JUSTICE AND CRIME PREVENTION OF FEDERAL ASSISTANCE IN FUNDING THE
<br />DELINQUENCY PREVENTION PROGRAM FOR ONLY ONE YeaR; AND
<br />
<br /> WHEREAS, THE CITY COUNCIL OF THE CITY OF CHARLOTTESVILLE PLANS TO UTILIZE THE
<br />SERVICES OF THE UNIVERSITY OF VIRGINIA DURING THE FIRST YEAR TO EVALUATE THE PROGRAM.
<br />
<br /> THEREFORE, BE IT RESOLVED, THAT THE CITY COUNCIL OF THE CITY OF CHARLOTTESVILLE
<br />EXPRESSES ITS INTENT TO Ft~D THE DELINQUENCY PREVENTION PROJECT FROM SOURCES OTHER THAN
<br />THE COUNCIL ON CRIMINAL JUSTICE FUNDS FOR TWO ADDITONAL YEARS AFTER THE PRESENT COUNCIL
<br />ON CRIMINAL JUSTICE FUNDS HAVE BEEN EXPENDED, PROVIDED, HOWEVER, THAT THE CITY COUNCIL
<br />RECEIVES EVIDENCE, SATISFACTORY TO THE CITY COUNCIL, OF DEMONSTRATED SUCCESS OF THE
<br />PROGRAM.

<br /> WHEREAS, THE MONTICELLO COIN CLUB HAS DULY APPLIED FOR A PERMIT TO CONDUCT
<br />RAFFLES IN COMPLIANCE WITH §I9-36 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1965, AS
<br />AMENDED; AND
<br />
<br /> WHEREAS, IT HAS BEEN DETERMINED THAT THE MONTICELLO COIN CLUB MEETS THE
<br />QUALIFICATIONS AS OUTLINED IN ~19-36;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE
<br />THAT A PERMIT BE GRANTED TO THE MONTICELLO COIN CLUB TO CONDUCT RAFFLES IN ACCORDANCE
<br />WITH ALL THE PROVISIONS OF ~19-36 OF THE CODE OF THE CITY OF CHARLOTTESVILLE FOR A
<br />PERIOD OF ONE YEAR FROM THE DATE OF THIS RESOLUTION; AND
<br />
<br /> BE IT FURTHER RESOLVED THAT THE CLERK OF THE COUNCIL BE DIRECTED TO SEND A
<br />COPY OF THIS RESOLUTION TO THE MONTICELLO COIN CLUB.
