HUJA, EXPLAINED TO COUNCILTHE REQUEST FOR REZONING ON PARK STREET AND <br /> <br />STATED THAT THE PLANNING COMMISSION RECOMMENDED THE REZONING FROM R-3 TO R-2. <br /> <br />AN ORDINANCE E~TITLED ''AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP <br /> <br />INCORPORATED IN SECTION 4 OF ARTICLE III OF APPENDIX II OF THE CODE OF THE CITY <br /> <br />OF CHARLOTTESVILLE, 1965, BY THE REZONING OF CERTAIN PROPERTY FRONTING ON PARK <br /> <br />STREET IN THE CITY OF CHARLOTTESVILLE, ', WAS OFFERED BY MR. GILLIAM, SECONDED <br /> <br />BY MR; VAN YAHRES AND ADOPllED BY THE FOLLOWING RECORDED VOTE. AYES: MR. BARBOUR, <br /> <br />MR. FIFE, MR. GILLIAM, MRS. RINEHART AND MR. VAN YAHRES. NOES: NONE. <br /> <br />ON MOTION BY MR. FIFE, SECONDED BY MR. GILLIAM THE FOLLOWING RESOLUTION WAS <br /> <br />UNANIMOUSLY ADOPTED. <br /> <br /> WHEREAS, THE CHARLOTTESVILLE-ALBEMARLE MENTAL HEALTH ASSOCIATION HAS <br />DULY APPLIED FOR A PERMIT TO CONDUCT A RAFFLE IN COMPLIANCE WITH ~19-36 OF THE <br />CODE OF THE CITY OF CHARLOTTESVILLE, 1965, AS AMENDED; AND <br /> <br /> WHEREAS, IT HAS BEEN DETERMINED THAT THE CHARLOTTESVILLE-ALBEMARLE <br />MENTAL HEALTH ASSOCIATION MEETS THE QUALIFICATIONS AS OUTLINED IN ~19-36; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />CHARLOTTESVILLE THAT A PERMIT BE GRANTED TO THE CHARLOTTESVILLE-~d_BEMARLE MENTAL <br />HEALTH ASSOCATION TO CONDUCT A RAFFLE IN ACCORDANCE WITH ALL THE PROVISIONS OF <br />~19-36 OF THE COOL OF THE CITY OF CHARLOTTESVILLE FOR A PERIOD OF ONE YEAR FROM <br />THE DATE OF'THIS RESOLLrFION~ AND <br /> <br /> BE IT FURTHER RESOLVED THAT THE CLERK OF THE COUNCIL BE DIRECTED TO <br />SEND A COPY OF THIS RESOLUTION TO THE VICE PRESIDENT OF THE CHARLOTTESVILLE- <br />ALBEMARLE MENTAL HEALTH ASSOCIATION. <br /> <br />ON MOTION BY MRS. FIFE - <br />HOUSING FOR THE ELDERLY <br /> <br />THE COLt4ClL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING MEMBERS <br /> <br />PRESENT: MR. BARBOUR, MR. FIFE, MR. GILLIAM, MRS. RINEHART AND MR. VAN YAHRES. <br /> <br />ABSENT: NONE. <br /> <br />THE MINUTES OF THE MEETING OF SEPTEMBER 3, 1974 WERE APPROVED AS PRESENTED. <br /> <br />MR. BILL LAWRENCE. PRESIDENT OF THE JaYCEES ADDRESSED THE COUNCIL AND <br /> <br />REQUESTED AN EXEMPTION FROM THE LICENSE TAX ORDINANCE FOR A CARNIVAL TO BE HELD <br /> <br />THE WEEK OF SEPTEMBER 22, 1974. THE CITY ATTORNEY WAS REQUESTED TO CHECK INTO <br /> <br />THIS MATTER. <br /> <br /> THE FOLLOWING STATEMENT WAS MADE BY MR. FIFE: '' SPEAKING FOR MYSELF AS A <br />COUNCILMAN AND FORMER MAYOR I SHALL MAKE A STATEMENT RELATIVE TO THE 105-UNIT <br />NE)USING PROJECT CALLED VA. 16-3, HOUSING FOR THE ELDERLY, IN CHARLOTTESVILLE. <br /> <br />IT IS MY CONVICTION THAT. DECISIONS AND ACTIONS BY THE U. S. DEPAR~4ENT OF <br />HOUSING AND URB/~$ DEVELOPMENT CONSTITUTE FRAUD AGAINST THE LOCAL HOUSING AUTHORITY <br />AND THE CITY OF CHARLOTTESVILLE. <br /> <br /> FOR MANY YEARS THE HOUSING AUTHORITY AND THE CITY HAVE BEEN WORKING TO <br />PROVIDE DECENT HOUSING FOR LOW INCOME FAMILIES. OVER THIS PERIOD OF TIME THERE <br />HAS BEEN CONTINUOUS CONTACT WITH HUD OFFICIALS WHICH LED LOCAL OFFICIALS TO <br />BELIEVE THAT AN ALLOTMENT OF UNITS HAD BEEN ALLOCATED TO CHARLOTTESVILLE. <br /> <br /> To BE SPECIFIC, IN 1967 7HE ALLOCATION WAS MADE OF APPROXIMATELY 197 UNITS <br />WITH FUNDS ALSO ALLOCATED TO COVER THE PROJECT. DN FEBRUARY 15, 1972 A REQOEST <br />WAS MADE OF HUD TO TRANSFER 105 UNITS TO A PROGRAM CALLED HOUSING FOR THE ELDERLY, <br />PROJECT VA. 16-3. SINCE THAT DATE THE LOCAL HOUSING AUTHORITY HAS BEEN ASSURED <br />THAT IF THE HUD REQUIREMENTS WERE MET THE UNITS COULD BE BUILT. AT NO TIME DID <br />ANY HUD OFFICIAL INDICATE THAT THE FUNDS MIGHT NOT BE MADE AVAILABLE. A GREAT <br /> <br /> <br />
