RINEHART THE MAYOR WAS AUTHORIZED <br />TO EXECUTE AN AGREEMENT BETWEEN CERTAIN PROPERTY OWNERS ON BENNINGTON ROAD, THE <br />COUNTY SERVICE AUTHORITY AND THE CITY TO PROVIDE A SEWER LINE EXTENSION TO SERVE <br />CERTAIN PROPERTY IN HESSIAN HILLS. <br /> <br /> MR. GUY AGNOR PRESENTED AND EXPLAINED A PROPOSED SEWAGE ALLOCATION POLICY. <br /> <br />HE RECOMMENDED THAT CONNECTION COMMITMENTS BY THE CITY AND COUNTY BE DEDUCTED FROM <br />THE AVAILABLE CAPACITY AND THE BALANCE BE DIVIDED ON A 50/50 BASIS BETWEEN THE <br />CITY AND COUNTY. MR. VAN YA~RES EXPRESSED CONCERN OVER THIS PROPOSAL AND WAS <br />OF THE OPINION THAT SINCE THE CITY IS PRESENTLY PAYING A MAJORITY OF THE COST <br /> OF OPERATION OF THE PLANTS IT SHOULD BE ENTITLED TO A LARGER SHARE OF THE EXPECTED <br /> CAPACITY, MR. AGNOR RECOMMENDED THAT APPORTIONMENT OF THE PLANT CAPACITY BETWEEN <br /> THE CITY AND COUNTY BE COMPLETED IMMEDIATELY; THAT CURRENT RESTRICTIONS ON SITE <br /> PLAN APPROVALS BE MODIFIED TO APPROVE SEWAGE UTILITY CONNECTIONS WITH A DISCLAIMER <br /> FROM LIABILITY ON THE PART OF THE CITY BY ACTION OF OTHER GOVERNMENTAL AGENCIES, <br /> REGULATORY OR OTHERWISE; THAT SUBDIVISIONS BE APPROVED ON THE SAME BASIS; THAT <br /> BUILDING PERMITS ONLY CONSTITUTE A COMMITMENT FOR SEWAGE SERVICE AND BE ISSUED FOR <br /> PROJECTS WITHIN THE CITY LIMITS ON A FIRST COME, FIRST SERVE BASIS BETWEEN NOW <br /> AND THE TIME OF RECERTIFICATION OF THE PLANTS, ESTIMATED TO BE JANUARY, 1975; <br /> AND THAT TIME LIMITS FOR COMMENCEMENT OF CONSTRUCTION FOLLOWING ISSUANCE OF PERMITS <br /> BE FOLLOWED AS PROVIDED ON THE PERMIT AND IN THE BOCA CODE. ON MOTION BY MR, <br /> GILLIAM, SECONDED BY MR. VAN YAHRES IT WAS UNANIMOUSLY RESOLVED THAT THE SEWAGE <br /> ALLOCATION POLICY STATEMENT DATED AUGUST 13, 1974 BE APPROVED AND ADOPTED AS <br /> THE POLICY OF THE CITY AND THAT THE CITY MANAGER AND HIS STAFF BE DIRECTED TO <br /> COOPERATE IN EVERY APPROPRIATE WAY WITH BUILDERS AND DEVELOPERS TO INSURE THAT <br /> ANY ECONOMICALLY FEASIBLE PROJECT TO PROVIDE HOUSING AND EMPLOYMENT IN THE <br /> BUILDING INDUSTRY BE EXPEDITED. <br /> <br /> THE RESOLUTION APPROPRIATING $32,685 FOR THE PRE-VOCATIONAL - HOME ART <br /> CENTER, WHICH WAS OFFERED AT THE MEETING OF THE COUNCIL ON AUGUST 19, 1974, WAS <br /> ADOPTED BY THE FOLLOWING RECORDED VOTE. AYES: MR. BARBOUR, MR. FIFE, MR. GILLIAM, <br /> MRS. RINEHART AND MR. VAN YAHRES. NOES: NONE. <br /> MR. GENE GERMAN AND ]-HE DESIGNER OF THE NEW RECREATION CENTERS PRESENTED A <br /> REQUEST FOR FUNDS TO AIR-CONDITION THE NEW RECREATION CENTERS IN THE AMOUNT OF <br /> $42,716. THE ARCHITECT STATED THAT THE BUILDINGS WERE DESIGNED AS AIR-CDNDITIONED <br /> BUILDINGS, BUT THE AIR-CONDITIONING WAS ELIMINATED AS AN ALTERNATE. HE STATED <br /> THAT EXHAUST FANS COULD BE INSTALLED CHEAPER, BUT THAT THE BEST VALUE IS AIR- <br /> CONDITIONING. A MOTION BY MR. VAN YAHRES, SECONDED BY MR.
