PATTERSON AND VIRGINIA STAGE LINES FOR EXCHANGING THE USE OF LAND AT OLD <br />MIDWAY SCHOOL SITE FOR LAND LOCATED AT THE NORTHEAST OF EAST WATER STREET AND <br />5TH STREET. <br /> <br /> ON MOTION BY MRS. RINEHART, SECONDED BY MR. FIFE THE FOLLOWING RESOLUTION WAS <br />UNANIMOUSLY ADOPTED. <br /> <br /> A RESOLUTION APPOINTING VIEWERS TO CONSIDER A REQUEST FOR THE VACATION <br />OF IRVING STREET IN THE VINEGAR HILL REDEVELOPMENT AREA. <br /> <br /> WHEREAS, THIS COUNCIL HAS RECEIVED A PETITION REQUESTING VACATION OF <br />IRVING STREET IN THE VINEGAR HILL REDEVELOPMENT AREAl AND <br /> <br /> WHEREAS, IT APPEARS TO COUNCIL THAT THE NOTICES REQUIRED BY ~15.1-364 <br />OF THE CODE OF VIRGINIA (1950), AS AMENDED, HAVE BEEN DULY POSTEDI <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />CHARLOTTESVILLE THAT MESSRS. J. P. BORDEN, MASON S. BYRD AND LEE GREAVER BE <br />AND THE SAME ARE HEREBY APPOINTED AS VIEWERS SUCH STREET AND REPORT IN WRITING <br />TO COUNCIL WHAT INCONVENIENCE, IF ANY, WOULD RESULT FROM SUCH VACATION. <br /> <br /> ON MOTION BY MRS. RINEHART, MRS. NANCY O'BRIEN, WAS APPOINTED TO THE PLANNING <br />COMMISSION FOR A FOUR YEAR TERM EXPIRING AUGUST 31, 1978. <br /> <br /> ON MOTION BY MR. FIFE, MR. LUCIUS BRACEY, WAS APPOINTED TO THE PLANNING <br />COMMISSION FOR A FOUR YEAR TERM EXPIRING AUGUST 31, 1978. <br /> <br />ON MOTION BY MRS. RINEHART, MRS. LLOYD SMITH, WAS APPOINTED TO THE <br />ARCHITECTURAL REVIEW BOARD TO SERVE AN UNEXPIRED TERM EXPIRING JANUARY I, 1975. <br /> <br /> THE CITY MANAGER PRESENTED A COMMUNICATION FROM THE DEPARTMENT OF HIGHWAYS <br /> <br />AND TRANSPORTATION STATING THAT THE APPARENT <br />PRESTON AVENUE IS SANFORD CONSTRUCTION COMPAN <br />COMPANY, INC., IN AMOUNT OF $6,800,904 AND TH <br />MR. HENDRIX STATED THAT THE HIGHWAY DEPARTNEN <br />BUT MUST HAVE THE CITY'S CONCURRENCE IN THE A <br />SECONDED BY MR. VAN YAHRES THE CITY MANAGER W <br /> <br />_OW BID FOR THE CONSTRUCTION OF <br /> <br /> INC. AND T. E. BROWN CONSTRUCTION <br /> <br /> CITY SHARE WILL BE $1,379.109.30. <br /> <br /> WOULD LIKE TO AWARD THE CONTRACT, <br /> <br />~ARD. ON MOTION BY MRS. RINEHART, <br /> <br />AS AUTHORIZED TO EXECUTE ON BEHALF <br /> <br /> OF THE CITY, THE CITY-STATE AGREEMENT FOR THE CONSTRUCTION OF PRESTON AVENUE. <br /> <br /> A PUBLIC HEARING WAS ALSO HELD ON THIS DATE TO CONSIDER A POSSIBLE EXTENSION <br /> OF SANITARY SEWER LINE TO PROVIDE SEWER SERVICE TO CERTAIN PROPERTY FRONTING ON <br /> SHERWOOD ROAD AND THE PROPOSED CREATION DF A SPECIAL ASSESSMENT DISTRICT COMPOSED <br /> OF ALL PARCELS OF SUCH PROPERTY WHICH WOULD BE BENEFITED BY THE INSTALLATION <br /> OF THE PROPOSED SEWER LINE. MISS ALICE WEST AND MR. JACK EASTON ON BEHALF OF <br /> <br />HIS BROTHER MR. LAWRENCE EASTON .ADDRESSED THE COUNCIL IN SUPPORT OF THE PROPOSAL. <br />THEY STATED THAT THE HEALTH DEPARTMENT HAS INDICATED THAT THERE IS A DEFINITE <br />HEALTH HAZARD WITH REGARD TO SEVERAL PROPERTIES. A MOTION BY MR.GILLIAM, SECONDED <br />BY MRS. RINEHART THAT A SPECIAL ASSESSMENT DISTRICT BE ESTABLISHED FOR THE <br />INSTALLATION OF SANITARY SEWER LINES TO SERVE CERTAIN PROPERTIES ON SHERWOOD <br />ROAD AND THAT THE NEIGHBORHOOD BE REQUESTED TO VOLUNTARLY AGREE ON A BASIS FOR <br />PAYMENT FOR THESE LINES AND IF NOT THE CITY SET AND AMOUNT FOR EACH PROPERTY OWNER, <br />WAS UNANIMOUSLY ADOPTED. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM JUDGE MARSHALL STATING THAT MENTALLY ILL <br /> <br />PERSONS MAY NOT BE DETAINED ANY LONGER THAN 48 HOURS BEFORE A HEARING IS HELD. HE <br /> <br />REQUESTED THAT PERMISSION BE GIVEN TO ASK THE PRESIDING JUDGE OF THIS JUDICIAL <br />DISTRICT TO APPOINT A SPECIAL JUSTICE TO CONDUCT HEARINGS FOR INVOLUNTARY <br /> <br />COMMITMENT OF MENTAL PATIENTS WHEN HE IS UNABLE TO DO SO. ON MOTION BY MR. GILLIAM, <br />SECONDED BY MR. VAN YAHRES THE FOREGOING REQUEST WAS APPROVED. <br /> <br /> <br />
