I0 UNDER TITLE 15.1 OF THE CODE OF VIRGINIA~ AND <br /> <br /> WHEREAS, THE PURPOSE OF THE PLANNING DISTRICT IS TO PROMOTE THE <br />ORDERLY AND EFFICIENFF DEVELOPMENT OF THE PHYSICAL, SOCI~&-, AND ECONOMIC <br />ELEMENTS OF THE PLANNING DISTRICT BY PLANNING, AND ENCOURAGING AND ASSISTING <br />GO~qERNMENTAL SUBDIVISIONS TO PLAN FOR THE FUTURE~ AND <br /> <br /> WHEREAS, THE PLANNING DISTRICT IS FINANCED, IN PART, BY THE MEMBER <br />COtJNTIES OF ~d_BEMARLE, GREENE, NELSON, AND FLUVANNA, AND THE CITY OF <br />QqARLOTTESVILLE; AND <br /> <br />WHEREAS, THE PLANNING DISTRICT IS ALSO FINANCED, IN PART, BY AN <br />ANNUAL GRANT FROM THE DIVISION OF STATE PLANNING AND COMMUNITY AFFAIRS IN <br />ACCORDANCE WITH THE PROVISIONS OF TEEVIRGINIA AREA DEVELOPMENT ACT OF 1968, <br />AS AMENDEDI AND <br /> <br /> WHEREAS, THE STATE IS REQUESTING AN INCREASING AMOUNT OF ASSISTANCE <br />IN COORDINATING AND ASSISTING LOCAL PLANNING EFFORTS~ AND <br /> <br /> WHEREAS, THE COST OF PROVIDING THESE SERVICES IS INCREASING DUE TO <br />INFLATION AND INCREASED LOCAL AND STATE NEEDS; AND <br /> <br /> WHEREAS, THE QUALITY OF THE SERVICES THUS PROVIDED DEPENDS ON <br />ADEQUATE FINANCING, <br /> <br /> THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br />THAT COUNCIL ENDORSE THE PROPOSED CHANGE IN THE VIRGINIA AREA DEVELOPMENT <br />ACT OF 1968, AS AMENDED, TO PROVIDE FOR A STATE MINIMUM ANNUAL GRANT OF <br />$50,000 TO EACH OF THE PLANNING DISTRICT COMMISSIONS THROUGHOUT THE <br />COMMONWEALTH OF VIRGINIA, AND <br /> <br /> BE IT FURTHER RESOLVED THAT THE CLERK OF THE COUNCIL BE DIRECTED 113 <br />TRANSMIT THIS RESOLUTION TO THE VIRGINIA ASSOCIATION OF COUNTIES, THE VIRGINIA <br />MUNICIPAL LEAGUE, THE MEI~BERS OF TEE GENERAL ASSEMBLY OF VIRGINIA REPRESENTING <br />CHARLOTTESVILLE AND TO THE DIRECTOR OF STATE PLANNING AND COMMUNITY AFFAIRS <br />FOR TEE COMMONWEALTH OF VIRGINIA. <br /> <br />~R.
