2 <br /> Mr. Robert Humphris, a resident of Albemarle County, asked Council to support <br />removing the Route 29 bypass from the Transportation Improvement Program (TIP). <br /> <br /> Mr. Milton Moore, 106 Falcon Drive, asked Council to support removing the <br />Route 29 bypass from the TIP. <br /> <br /> Mr. Charles Trachta, 203 Westbrook Place, asked Council to support removing <br />the Route 29 bypass from the TIP. <br /> <br /> Mr. Georg e Larie, 107 Tally Ho Drive, asked Council to support removing the <br />Route 29 bypass from the TIP. <br /> <br /> Mr. Saunders Midyette, 102 Cavalier Drive, asked Council to support removing <br />the Route 29 bypass from the TIP. <br /> <br /> Mr. Craig Hanson, 1450 Old Ballard Road, spe aking on behalf of the Mid <br />Atlantic Car Washing Association and car washes of the area, recommended that car <br />wash businesses be allowed to stay open and reduce their consumption as other <br />businesses are required to do. Mr. Hanson said that in Albemarle Cou nty, car wash <br />businesses use only one third of 1% of the total water consumption. Mr. Hanson said that <br />closing car washes will hurt the community. <br /> <br /> Mr. Henry Weinschenk, 985 Seminole Trail, owner of Express Car Wash, said <br />that he employs 40 people and th ey will be hurt by closing car washes. He suggested <br />declaring Blue Sundays where all businesses are required to shut down in combination <br />with the 20% water use reduction. <br /> <br /> Mr. Charlie Smith, laundromat and rental property owner, said that laundromats <br />are an essential public service to the poor and well users. Mr. Smith said he is willing to <br />shut down his top loading machines. Mr. Smith supported expanding the toilet rebate to <br />multi - family rental properties. <br /> Mr. Jeff Werner, Piedmont Environmental Counc il, asked Council to support <br />removing the Route 29 bypass from the TIP. Mr. Werner asked what is planned when the <br />water is gone. <br /> <br /> Mr. Dave Blount, Legislative Liaison with the Thomas Jefferson Planning District <br />Commission, said that this year's draft leg islative package will focus on preserving state <br />funding and the local right to raise revenues. Mr. Blount said a draft will be sent to <br />Council in October and approval will be in November in conjunction with the City's <br />legislative package. Mr. Blount aske d that specific requests for items to be included be <br />sent within the next two weeks. <br /> <br /> Mr. Cox announced that Council will hold a work session on the TIP on October <br />th <br />7 . <br /> <br />PUBLIC HEARING <br />: RECONSIDERATION OF INTERCHANGES ON ROUTE 29 <br />NORTH <br /> <br /> Mr. O'Connell r eviewed the history of the interchange issue and noted that the <br />businesses in that area generate over $4 million in taxes a year. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said that the <br />proposed scope of work is being developed by t he MPO Technical Committee and <br />presented a draft to Council. It is proposed to be a two phase process, with the first phase <br />looking at the previous study information, including Route 29, Hydraulic and Rt. 250 <br />interchanges. Mr. Tolbert said a hard look wi ll be taken at economic impacts. Phase two <br />will expand the study from Greenbrier Drive to the Greene County line. <br /> <br /> The public hearing was opened. <br /> <br /> Mr. Dave Phillips of the Charlottesville Area Association of Realtors requested <br />that Council slow down on deciding this resolution as the Association has not had an <br />
