She said that staff is checking with state officials about possible use of <br />effluent water from Rivanna Water and Sewer Authority. <br /> <br /> Mr. Schilling said he would like to know about water consumption in City <br />facilities and would like to change the ordinance to specifically state that the City will <br />prepare a 20% reduction plan. Regarding disposition of funds from surplus payments, he <br />said he does not think this is an opportunit y to take tax money and apply it to retrofit City <br />facilities. He proposed that the money be put into an escrow account and reserved for a <br />possible rebate. <br /> <br /> Mr. O'Connell said that water conservation will be needed in the community for <br />the long term, and said that the toilet rebate program provides an economic incentive for <br />everyone to make permanent changes. <br /> <br /> Mr. Schilling said he appreciates Mr. O'Connell's comments, but thinks we ought <br />to think about other uses for this money. Mr. Schilling said he th inks we need a more <br />serious tone regarding the importance of water conservation and it is critical to have some <br />way to measure success. <br /> <br /> Ms. Scott said that water bills can show the number of gallons in a cubic foot or <br />how much water is consumed by differ ent activities. She said that staff can also provide <br />the consumption by month for the last year on request. <br /> <br /> Mr. Schilling agreed that we need a long term plan, and said we have to be open <br />to all alternatives, including dredging to restore capacity and t he use of bladders. <br /> <br /> Mr. Cox said he would advocate for beginning the restrictions immediately. <br /> <br /> Mr. Caravati agreed and said we are only putting off the inevitable. He said he <br />would like to stiffen penalties, and would support using funds to first supp ort toilet <br />rebates for residences. <br /> <br /> Mr. Schilling said he feels we need to look at some way to spread the pain a bit as <br />opposed to putting the brunt on car washes. <br /> <br /> Ms. Mueller said that we might be able to work with car washes to develop a plan <br />for them to be able, on an appeal basis, to phase back into business as capacity increases. <br /> <br /> Mr. Cox summarized the ordinance, including it having an effective date of <br />th <br />September 17 ; a specific plan to be developed for car washes; phasing car washes back <br />in at 7 0% of capacity. <br /> <br /> Mr. Schilling suggested that repairs be required to be made in three business days <br />rather than one business day. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Caravati, Council waived the <br />second reading of the ordinance by the following vo te.
