Mr. Punch wondered whether Council could trade this in <br />exchange for the 1200 car garage on Ivy Road. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> Mr. Caravati asked if there is any chance the design can be changed, and Mr. <br />Anderson said that by stripping the bridge to its essential structure they are technically <br />able to come back and modify the design and make it have more entrance features. <br /> <br /> Mr. Caravati asked about the vehicular elements of the bri dge, and Mr. Anderson <br />said that the vehicles desired are bicycles. He said the bridge will carry light trucks and <br />police cars from time to time. <br /> <br /> Mr. Schilling asked when construction will begin if the air rights are granted, and <br />Mr. Anderson said the bi d will be advertised later in September and they hope to be <br />under construction this fall, with completion eleven months from the start of construction. <br /> <br /> Mr. Schilling asked how traffic will be controlled on Emmet Street during <br />construction, and Mr. Anders on said they are hoping to bring the large girders in at night, <br />and hope they can be installed in one night. <br /> <br /> Mr. Lynch asked if anything can be done with massing of the center span, and Mr. <br />Anderson said it is designed to be light and the box girder is s et back six feet. <br /> <br />On motion by Mr. Caravati, seconded by Ms. Richards, the ordinance entitled <br />"AN ORDINANCE AUTHORIZING THE CONVEYANCE OF AIR RIGHTS OVER <br />EMMET STREET TO THE UNIVERSITY OF VIRGINIA" was offered and carried over <br />to the next meeting for cons ideration. <br /> <br />ORDINANCE <br />: WATER RESTRICTIONS <br /> <br /> Mr. O'Connell said that the City and County are at a crisis point because of the <br />drought and reduction in the water supply and everyone needs to take part in conserving. <br /> <br /> Ms. Judy Mueller, Director of Public Wo rks, said that the City and County water <br />consumption has dropped from 11 million gallons a day to 9 million, and the current <br />reservoir capacity is at 57.9%. At that rate, Ms. Mueller said that we only have 80 - 100 <br />days of water if we do not have addition al rainfall or if consumption does not drop <br />further. Ms. Mueller reviewed the Phase II restrictions proposed in the ordinance and <br />penalties for violations. Ms. Mueller said that consumption of over 600 cubic feet will <br />result in a surcharge of 50%. <br /> <br /> Ms . Rita Scott, Director of Finance, said that 600 cubic feet was arrived at <br />because it is the monthly average for a family of three. Ms. Scott said it is proposed that <br />the surcharge be added once the reservoir reaches 55% of capacity. Ms. Scott said that <br />83 households have taken advantage of the toilet rebate, and proposed expanding it to <br />apartments buildings and commercial businesses. <br /> <br /> Mr. Caravati asked about the next stage of restrictions, and Ms. Mueller said that <br />the City is working in concert with t he Albemarle County Service Authority to develop <br />further restrictions, and said that at the next level businesses will likely have to cut back <br />more than 20%. <br /> <br /> Responding to questions from Mr. Lynch, Ms. Mueller said that pool water is <br />being used on the g olf course, but no water is being taken out of Moore's Creek or the <br />
