4 <br /> Mr. Cox said that the scope of work is a result of input received, a nd it now has to <br />go to the Board of Supervisors and to the University of Virginia. Mr. Cox said he would <br />like Council to take action now, noting that the process is far from over. <br /> <br /> Mr. Caravati said that the scope of work is getting close to something he can <br />support, but he feels there has not been enough public input, and he does not want to vote <br />on the resolution tonight. He said he will support considering it again in three weeks to <br />allow time for discussion. Mr. Caravati said that the community dese rves an opportunity <br />to take a look at this revised scope. <br /> <br /> Ms. Richards said that for the last three years the City Council has requested that <br />VDOT reopen the study of the interchanges, and only recently was the City told of the <br />need to pass a resoluti on rescinding the 1995 resolution. Ms. Richards said she <br />appreciates that people still need to review the scope and provide feedback and she <br />supports reconsidering the resolution in three weeks. <br /> <br /> Mr. Cox expressed concern that nothing changed to the prop osed scope of work <br />until this past weekend, and he anticipates that three weeks from now more will be <br />inserted in the scope of work. Mr. Cox reminded Council that this is unfunded, and he is <br />concerned that the study will end up costing over $1 million. M r. Cox said he does not <br />think two to three weeks will be enough time to get all the feedback needed, but believes <br />the time has come to take action. <br /> <br />Mr. Lynch said there is confusion on Council between the resolution and scope of <br />work. Mr. Lynch said he t hinks the resolution could be pared down to two "whereases." <br /> <br />Mr. Schilling said that the resolution does not seem to reference the scope of <br />work, and said it seems the two should be linked to one another and should be voted on at <br />the same time. <br /> <br />Mr. Lynch asked if Council will move forward with the resolution if we hold off <br />on nailing down the scope of work, and Ms. Richards said only if the resolution does not <br />refer to any specifics. <br /> <br />Mr. Schilling said he cannot agree with that. <br /> <br />Mr. Cox said he is not c omfortable with that approach either. <br /> <br />th <br />Mr. Caravati made a motion to consider the issues at the October 7 meeting, Mr. <br />Schilling seconded the motion, and it was approved by the following vote. Ayes: Mr. <br />Caravati, Ms. Richards, Mr. Schilling. Noes: Mr . Cox and Mr. Lynch. <br /> <br />Ms. Richards said that a mechanism needs to be found to signal Council's <br />approval of the study so the Albemarle County Planning Commission can move forward <br />with action on the Sperry proposal. <br /> <br />Mr. Caravati suggested that Ms. Richards and Mr. Cox transit those words to the <br />County Planning Commission. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: GRANTING AIR RIGHTS OVER EMMET <br />STREET TO THE UNIVERSITY OF VIRGINIA FOR PEDESTRIAN BRIDGE <br />PROJECT <br /> <br /> Mr. Pete Anderson, Architect for the University of Virginia, said that the <br />pedestrian bridge is part of the University's master plan and is intended to link the North <br />Grounds with other parts of the University, and will enable pedestrians and bicyclists to <br />get across Emmet Street. Mr. Anderson said that earlier ve rsions of the bridge were more <br />elaborate, but budget realities precluded this. Mr. Anderson said the bridge is simple but <br />structurally elegant. <br /> <br /> The public hearing was opened. <br /> <br />
