NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, October 7, 2002 AT 5:30 p.m. IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Work Session: Transportation Improvement Program ( TIP) <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM - October 7, 2002 (5:30 p.m.) <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> Mr. Co x explained that the goal of the work session is to prioritize road projects <br />before the MPO adopts the Transportation Improvement Program (TIP). Mr. Cox <br />presented the following list of guiding principles by which to prioritize the road projects: <br />Does it create an opportunity for economic development that would promote a mixture of <br />uses with an urban character? Does it improve the efficiency of existing roads? Does it <br />reduce traffic on existing City streets? Does it promote connectivity that enhances a <br />park - like setting? Does the project flex our urban allocation or promote transportation <br />alternatives? <br /> <br /> Mr. Schilling asked who devised the guiding principles, and Mr. Cox said that he <br />initiated it and Ms. Richards and Mr. Lynch contributed to them. <br /> <br /> Mr . Schilling said he is uncomfortable not having been part of the process and is <br />not comfortable committing to them at this time having just seen them. <br /> <br /> Ms. Richards said that the MPO has criteria for judging projects, and she does not <br />see these as incompa tible with those criteria. <br /> <br /> Mr. Lynch said he would like to add one principle: Is the project a good use of <br />public resources? <br /> <br /> Mr. Caravati said he does not know that he wants to commit to these principles <br />tonight. <br /> <br /> Ms. Richards said there probably sho uld be an environmental statement, <br />something to the effect of "Does it degrade the environment?" <br /> <br /> Mr. Lynch suggested "Does it minimize the impact to the natural environment?" <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said that t he <br />TIP is a federally required document and the funding mechanism for the Charlottesville <br />urban area, and it must flow from long range plans. Mr. Tolbert said the TIP is adopted <br />every year and has a three year funding cycle. Mr. Tolbert listed current Cit y projects in <br />the TIP. <br /> <br /> Mr. Cox listed other projects to prioritize, including projects in Albemarle <br />County. <br /> <br /> Mr. Lynch clarified the desired alignment for the southern parkway south of I - 64 <br />and for Hillsdale Drive, using the Seminole Square road. <br /> <br /> Ms. Richards said that language in the TIP should be changed to reflect this. <br /> <br />
