2 <br /> Mr. Schilling said that he is new on Council and this issue has just been put <br />before him in the last couple of days, and he does not think it is fair to ask him to <br />prioritize these projects when he has had inadequate time to prepare for it. <br /> <br /> Ms. Richards agreed that the issue is a difficult one, and noted that typically the <br />MPO representatives represent Council on the TIP. <br /> <br /> Mr. Cox said that decisions must be made and all Councilo rs have been in the <br />position of being new on Council. <br /> <br /> It was agreed that City and County projects would be ranked together. <br /> <br /> Councilors, with the exception of Mr. Schilling, ranked the City and County road <br />projects. <br /> <br /> Mr. Cox said he would like to get the County's prioritizes for those projects where <br />there is agreement and that score high on the priority list. <br /> <br /> Mr. Cox said he would like to find a mechanism to speed projects up and assure <br />local control over design. <br /> <br /> Mr. Lynch said he thinks things can be speeded up by working with the <br />Commonwealth Transportation Board representatives and VDOT. <br /> <br /> Ms. Richards suggested that the MPO appoint an advisory committee to oversee <br />this. <br /> <br /> Mr. Harrison Rue, Executive Director of the Thomas Jefferson Planning Dist rict <br />Commission, suggested that it may be quicker to have a City appointed committee that <br />consults with the MPO. <br /> <br /> Mr. O'Connell noted that there is no funding for the eastern connector and the <br />urban allocation is $200,000 for this year and next year. <br /> <br /> Mr . Lynch said that there is no funding for the southern parkway and it is the <br />th <br />County's 25 priority. <br /> <br /> Mr. O'Connell said there is no state funding for the North Grounds connector, and <br />the University is proposing to build a two - lane road with University fu nds. <br /> <br /> It was the consensus of Council that the North Grounds connector should include <br />a grade separated interchange. <br /> <br /> Mr. O'Connell said that Council will be considering the Rt. 29 interchange <br />resolution and scope of work during its regular meeting tonig ht, but said there is no <br />funding for the study or the project. <br /> <br /> Mr. O'Connell said $60,000 will be available in January for the initial design of <br />the Meadowcreek Parkway/Rt. 250 bypass interchange. <br /> <br /> Mr. Tolbert said there is little funding for Phase II o f the Meadowcreek Parkway, <br />and it is the County's priority #6 and #7. <br /> <br /> Mr. Lynch said he thinks it is a good idea for the MPO to defer voting on the TIP <br />until November. <br /> <br /> Mr. Cox suggested asking the MPO to defer adopting the TIP until a meeting can <br />be he ld with the City's CTB representative, City and County representatives, and a <br />representative of Danville. <br /> <br /> Ms. Richards said there has been significant local opposition for years to the <br />Western Bypass, and the Board of Supervisors opposes the road.
