Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None. <br /> <br />ORDINANCE <br />: WATER RATES AND WATER RESTRICTION ORDINANCE <br /> <br /> Mr. O'Connell reviewed the decisions tentatively agreed to by Council at their <br />rd <br />work session on October 3 : discontinuing water for failure to fix leaks in three days and <br />elimination of winter rates. He recommended that the toilet rebate be increased to $150, <br />up to the amount of surcharge paid, with a cap on the program, and expanded to multi - <br />family residences. <br /> <br /> Mr. Lynch said he sup ports keeping the toilet rebate at $100. <br /> <br /> Mr. Schilling said he will only support the $150 if $50 is for installation costs. <br /> <br /> The majority of Council agreed to keep the toilet rebate at $100. <br /> <br /> Mr. Lynch said he would support allowing a the rebate for an y low flow device, <br />up to the escrowed surcharge amount. <br /> <br /> Councilors agreed this needed further discussion by staff. <br /> <br /> It was agreed that the toilet rebate would be expanded to multi - family residences, <br />and that staff would continue to discuss and refine th e idea of extending to commercial <br />businesses. <br /> <br /> Regarding eliminating the surcharge after the first 600 cubic feet and putting a <br />surcharge on all water use, Mr. Schilling said he has had calls from a number of people <br />who feel this is regressive for low inc ome residents. <br /> <br /> Ms. Richards said that normally she would agree, but said that one of the City's <br />greatest areas of noncompliance with conservation is public housing. <br /> <br /> Mr. O'Connell said that everybody has a role in water conservation. He said that <br />50% o f water customers use less than 600 cubic feet per month. Mr. O'Connell said that <br />this has been the focus for a lot of apartment owners rather than the real goal of reducing <br />consumption. <br /> <br /> Mr. Lynch said that if people significantly cut their water consum ption then what <br />they pay for water will not increase. <br /> <br /> Mr. Caravati said he does worry about the impact on low income people, though <br />he will support the proposal. <br /> <br /> The majority of Council supported removing the surcharge for use over 600 cubic <br />feet and c harging it for all water usage. <br /> <br /> Mr. O'Connell said that Council tentatively agreed to require restaurants to use <br />single serve plates along with other restrictions. <br /> <br /> Mr. Lynch said he would prefer to require restaurants to reduce their consumption <br />by a c ertain percentage and let them work out how. He said he applauds their <br />suggestions, and he would prefer not to legislate how they do it. He said he thinks their <br />goal should be to reduce consumption by 30%. <br /> <br />
