5 <br /> Mr. Schilling said he is trying to avoid having the Cit y pitch in without looking at <br />the issue again. Mr. Schilling said "and private funding" could be added to the <br />resolution. <br /> <br /> Mr. Cox said that if Council values the work, there is a certain expectation that we <br />may want to contribute funding, and he would l ike to leave that open. <br /> <br /> Mr. Schilling said if that is the case then we should be honest that it is not a state <br />study. <br /> <br /> Ms. Richards said the resolution does not commit the City to fund the study. <br /> <br /> Mr. Schilling's motion was defeated by the following mo tion. Ayes: Mr. <br />Schilling. Noes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. <br /> <br /> Mr. Lynch made a motion to approve the resolution as amended, and Ms. <br />Richards seconded the motion. <br /> <br /> Mr. Caravati said he has struggled to try to support the resolution , but is disturbed <br />that grade separated interchanges are constantly mentioned. He said he wants to look at <br />all solutions and have prioritized alternatives. <br /> <br /> Ms. Richards said she does not see anything dependent on the word interchange. <br /> <br /> Mr. Schilling sa id he appreciates the work done on the resolution and is sorry that <br />he cannot support it. <br /> <br /> The "Resolution Requesting State Funding for a Traffic Study of the U. S. Route <br />29 North Corridor, including the Intersections at U. S. Route 29 and U. S. Route 25 0 and <br />at U. S. Route 29 and Hydraulic Road," as amended, was approved by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. Noes: Mr. Schilling. <br /> <br /> <br />WHEREAS <br />, the CATS 2015 Plan (the long - range transportation plan for the <br />Charlottes ville/Albemarle Region) recommended certain improvements to the U. S. <br />North Corridor and by resolution on 8/6/90 the City of Charlottesville endorsed those <br />improvements and requested VDOT to implement the changes; and, <br /> <br />WHEREAS <br /> , included among those imp rovements were the construction of <br />grade - separated interchanges on U.S. 29 North at Hydraulic Road (Rt. 743), Greenbrier <br />Drive (Rt. 866) and Rio Road (Rt. 631); and, <br /> <br />WHEREAS <br /> , by Resolution adopted on January 17, 1995, a copy of which is <br />attached hereto, City Council requested the Virginia Department of Transportation not to <br />proceed with the construction of a proposed grade - separated interchange at the <br />intersection of Hydraulic Road and U.S. Route 29, as designed by the Department of <br />Transportation, becaus e (a) of the anticipated adverse economic impact on surrounding <br />commercial properties, (b) the construction of the interchange, as designed, would <br />eliminate a significant percentage of road improvements being constructed on U.S. Rt. 29 <br />at that time, and (c ) the design of the grade - separated interchange would not be in <br />character with the size and nature of the community; and, <br /> <br />WHEREAS <br />, other proposals for a grade separated interchange at Hydraulic Rd <br />and at Route 29 have been suggested to reduce traffic cong estion and minimize the <br />impact on existing businesses; and, <br /> <br />WHEREAS <br />, other possible improvements in the corridor, that would meet the <br />objective of reducing traffic congestion and create no net loss to surrounding commercial, <br />business and minimize impact o n residential properties, may be feasible; and <br /> <br />WHEREAS <br /> , an increasing amount of both commuter and through traffic is using <br />U.S. Route 29 North, as evidenced by a population increase of almost 24% in Albemarle <br />County during the last decade; and, <br />
