6 <br /> <br />WHER EAS <br /> , major commercial development is planned in Albemarle County on <br />Hydraulic Road in close proximity to the intersection with U.S. Route 29 and also on <br />U.S. Route 29 North, which may greatly exacerbate existing traffic congestion problems; <br />and, <br /> <br />WHEREAS <br /> , a major capital improvements program by the University of <br />Virginia may also increase traffic on both U.S. Route 29 and U.S. Route 250, and at the <br />intersection of those two roads; and, <br /> <br />WHEREAS <br />, the 1990 VDOT traffic study projected that the level of servi ce on <br />the Route 29 and Hydraulic Rd. intersection would be at an “F” level of service by the <br />year 2010; and, <br /> <br />WHEREAS <br />, the efficient functioning of the Route 29 corridor is essential to the <br />economic health and quality of life of the Charlottesville / Albe marle region and of the <br />State; and, <br /> <br />WHEREAS <br /> , intersection improvements at the two intersections should facilitate <br />pedestrian and bicycle traffic and mass transportation, consistent with transportation <br />goals articulated in the 2001 Comprehensive Plan for the City of Charlottesville; and, <br /> <br />WHEREAS, <br /> the Route 29 Corridor from the 250 Bypass north to Hydraulic Road <br />generates approximately $4,500,000 in direct revenues which is essential to the financial <br />stability of the City; and, <br /> <br />NOW, THEREFORE, BE IT R ESOLVED <br /> by the Council of the City of <br />Charlottesville that: <br /> <br />1. That the City Council rescind from the attached resolution adopted by City <br />Council on January 17, 1995 the specific design for the proposed grade <br />separated interchange at the intersection of Hydr aulic Road and U. S. <br />Route 29 as proposed by the Department of Transportation. <br /> <br />2. In light of the foregoing studies and information, a copy of this resolution <br />should be forwarded to the Metropolitan Planning Organization (MPO) <br />with a request that they prio ritize the study (outlined in the attached <br />proposed Scope of Work) and request sufficient state funding for a <br />comprehensive study and evaluation of improvements for the U. S. Route <br />29 Corridor, from Airport Road to the proposed North Grounds Connector <br />on t he U. S. Route 250 Bypass and the Emmet Street/Ivy Road <br />intersection. Particular priority should be given to the intersection at U. S. <br />Route 29 North and Hydrualic Road, the intersection at U. S. Route 29 and <br />U. S. Route 250, U. S. Route 250 and Hydra ulic Road and U. S. Route 250 <br />and Barracks Road and the secondary road network which is adjacent to <br />Route 29 between Greenbrier and Hydraulic Roads. This study should <br />include the following elements: <br /> <br />? ? Conduct a detailed analysis of the economic impacts on and/or <br />benefits to any businesses or landowners within the study area that <br />would be directly or indirectly affected by the proposed <br />improvements. The analysis should include both short and long term <br />impacts on businesses, such as loss of signage, parking, landscaping, <br />and access, potential disruption and loss of business during <br />construction and projected traffic service levels after construction, and <br />costs to the public due to land acquisition and relocation costs and <br />removal of property from the tax rolls . It should also evaluate <br />potential economic benefits of improvements to the overall “customer <br />delivery system,” as well as potential increased value of properties <br />that take advantage of opportunities for compact, mixed - use <br />development. <br /> <br />
