10 <br />like to ask staff to look at other residential streets that are signed at 35 mph, including <br />Jefferson Park Avenue, Cherry Avenue, and Rose Hill Drive. <br /> <br /> Mr. Cox said we may want to wait and give the reduced speed on Rugby Avenue <br />time to wor k, but he agreed that we may want to systematically reduce the speed limits <br />City wide. <br /> <br /> Mr. Schilling noted that the staff recommended against reducing the speed limit, <br />and he feels they have some valid points. He noted that we are creating a situation t hat <br />will require police presence to enforce, and he asked where money for that is going to <br />come from. Mr. Schilling said he thinks we need to think very seriously about it before <br />we change speed limits throughout the City. <br /> <br /> Mr. O'Connell said that staff will be making recommendations on other streets, but <br />agreed that the police will need to enforce it to make it work. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Caravati, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REORDAINING SECTION 15 - 99 OF ARTICLE IV <br />OF CHAPTER 15 OF THE CHARLOTTESVILLE CITY CODE, 1990, AS <br />AMENDED, REDUCING THE SPEED LIMIT ON RUGBY AVENUE" was offered <br />and carried over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br /> Mr. Gaither Pratt, an urban designer and architect, said that he s upports the <br />proposal for Preston Commons, but is concerned about the process. He said he thinks we <br />are getting ahead of ourselves, and care should be taken to get an urban design in place <br />for the area before we proceed with this one project. <br /> <br /> Mr. Cox sai d the process will be scrutinized heavily. <br /> <br />OTHER BUSINESS <br /> <br />RESOLUTION <br />: AUTHORIZING USE OF TEA - 21 FUNDS FOR COURT SQUARE <br />PROJECT <br /> <br /> Mr. O'Connell explained that the Virginia Department of Transportation has <br />informed the City that it is about to lose funds previously approved for bike lanes on <br />Rugby Road, and recommends that the funds be shifted to use for the Court Square <br />project so they are not lost. Mr. O'Connell explained that this was supported by the City's <br />representative on the Commonwealth Transport ation Board. <br /> <br /> Mr. Caravati moved the resolution and it was seconded by Mr. Schilling. <br /> <br /> Mr. Lynch expressed concern that TEA - 21 funds are supposed to be used for <br />multi - modal projects, and he is not sure Court Square meets the criteria for helping <br />people g et around except for in automobiles. Mr. Lynch said he would prefer to use the <br />funds elsewhere for bike lanes, etc. <br /> <br /> Mr. Cox said he agrees philosophically with Mr. Lynch, and would like to see all <br />schools have bike lanes and sidewalks, but given the sho rt time frame, he will support the <br />resolution. <br /> <br /> The Resolution Authorizing Use of TEA - 21 Funds for Court Square was <br />approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Schilling. Noes: <br />None. Absent: Ms. Richards. <br /> <br />WHEREAS <br /> , the City of Charlottesville has previously received commitments of <br />federal TEA - 21 grant funds, administered through the Virginia Department of <br />Transportation, for both sidewalks and bicycle lanes on Rugby Road and for the <br />enhancement of the historic Court Square area ; and <br /> <br />
