Ms. <br />Richards said she thinks the new water rates will be an incentive to conserve water. <br /> <br /> Mr. Cox said there must be some way to quantify the University 's cost. Mr. Cox <br />suggested that staff talk with apartment owners to see what would be helpful to them <br />regarding water conservation, and mentioned submetering of apartments. <br /> <br /> Mr. Schilling said he would like to look at the ramifications of providing some <br />funds to help apartments submeter because he feels it will help people conserve if they <br />see how much water they use. <br /> <br /> Mr. Caravati said he would like to see the cost benefit of subsidizing submetering, <br />noting that it will shift the cost from the landlord to the tenant. <br /> <br /> Mr. Cox acknowledged letters from Kay Slaughter, Russell Perry and the League of <br />Women Voters supporting the water rate increase. <br /> <br /> On motion by Mr. Caravati, seconded by Ms. Richards, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REO RDAINING SECTION 31 - 153 OF THE <br />CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, INCREASING THE <br />WATER RATES" was offered and carried over to the next meeting for consideration. <br /> <br /> Ms. Richards said she would like to review the recommendations of the Rivanna <br />Roun dtable again. <br /> <br /> Mr. Larry Tropea, Director of the Rivanna Water and Sewer Authority, gave an <br />update on the water situation. He said that in spite of the recent rains, one reservoir is at <br />78% capacity and the other two remain very low. He said he feels th ere is a better <br />appreciation of water in the community and he is proud of citizens during the crisis. Mr. <br />Tropea said that Rivanna has developed a drought management plan. One reservoir will <br />be dredged and the crest controls at another reservoir is being fast tracked. He said that <br />the cost sharing agreement for these projects is being discussed. <br /> <br /> Responding to a question from Mr. Cox, Ms. Judith Mueller, director of Public <br />Works, said that staff are looking to create a framework to bring back to Counci l and the <br />Board of Supervisors regarding funding. Ms. Mueller noted that the Water Committee, <br />which Mr. Lynch and Mr. Schilling serve on, is discussing larger water issues. <br /> <br /> Ms. Richards asked why the water available is not based on the amount of ground <br />water, and Ms. Mueller said staff realize they do not have a lot of data about measuring <br />ground water levels. <br /> <br /> Responding to a question from Mr. Schilling about the money loaned by Albemarle <br />County for dredging, Mr. Tropea said the money was made availab le by the Albemarle <br />County Service Authority and cost sharing will have to be discussed. <br /> <br /> Responding to questions from Mr. Schilling, Mr. Tropea said that the crest control <br />will raise the water level by four feet using an inflated rubber bladder. He said vandalism <br />is a possibility, but he does not think the water release would be a safety concern. <br /> <br />RESOLUTION <br />: TRANSPORTATION IMPROVEMENT PROGRAM <br /> <br /> Mr. Cox explained that Council has prioritized transportation projects and has <br />defined guiding principles. <br /> <br /> Mr. O'Connell said that this is the first time he recalls Council having rethought all <br />the important transportation projects.
