8 <br />funding to build laboratories f or medical research and to modernize laboratory <br />classrooms that are used to train health care workers; <br /> <br />WHEREAS <br />, by providing funds for research laboratories and teaching facilities, <br />the bond referendum will help Virginians have access to well - trained h ealth care <br />professionals and new, cutting edge treatments - and this means better health care and a <br />better quality of life for all Virginia; <br /> <br />WHEREAS <br />, the state - owned museums are valuable assets for partnering with <br />schools to accomplish the Standards of Learning, for enhancing the economy through <br />tourism and new business development, and for improving the quality of life for all <br />Virginians; <br /> <br />WHEREAS <br />, the state - owned museums are stewards of Virginia's artistic, <br />historical and scientific heritage. They a re not only interested in the past; they serve as <br />catalysts for future scholarship, innovation and creativity; <br /> <br />WHEREAS <br />, the Commonwealth's natural landscapes are vanishing at an <br />alarming rate, and Virginia's citizens have voiced concern for lack of open space both <br />now and for future generations; <br /> <br />WHEREAS <br />, State Park visitors, over seven million a year with nearly 40 <br />percent from outside, contributed $144 million to the state's economy in 2001; <br /> <br />WHEREAS <br />, the Parks and Natural Areas Bond referendum will enhance <br />Virginia's tourist potential, increase the flow of out - of - state revenue to Virginia; help <br />stimulate our sluggish economy particularly in rural areas, and improve recreational <br />offerings throughout Virginia for the enjoyment of our citizens and fa milies; <br /> <br />WHEREAS <br />, Virginians can provide further for future generations by supporting <br />the $900 million Education Bond referendum that would finance capital improvement for <br />universities, colleges, and museums; <br /> <br />WHEREAS <br />, voter support of these referenda w ould result in significant <br />improvements to the state's educational facilities, outdoor lands and museums, without a <br />tax increase, as well as create jobs in corresponding communities; <br /> <br />WHEREAS <br />, passage of these referenda will create 14,000 new jobs and ha ve an <br />economic impact of $1.5 billion; <br /> <br />WHEREAS <br />, passage of these two referenda will not jeopardize Virginia's AAA <br />bond rating; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br />, that the Charlottesville City <br />Council endorses the passage of the Virginia State Parks and Natural Areas Bond and the <br />Higher Education Bond referenda and further encourages that the citizens of the <br />Commonwealth support these referenda on the November 5, 2002 ballot. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Lynch removed the ordinance reducing the speed limit on Rugby Avenue from <br />the consent agenda. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the following consent agenda <br />items were approved, with the minutes corrected by Mr. Schilling, by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Mr. Sc hilling. Noes: None. Absent: Ms. <br />Richards. <br /> <br />a.
