NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, November 18, 2002 AT 6:15 p.m. IN THE Second Floor <br />Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 371 2 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - November 18, 2002 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schill ing. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Schilling. Noes: None. Absent for the vote: Mr. Lynch and Ms. <br />Richards) to go into a closed session for discussion and consideration of appoin tments to <br />City boards and commissions and for the annual performance evaluation of the City <br />Manager, as authorized by Virginia Code Section 2.2 - 3711(A)(1); and for discussion and <br />consideration of the acquisition of real property for a public purpose, locat ed (1) in the <br />Fifeville neighborhood; (2) along the Rivanna River; and (3) in the north downtown area, <br />where discussion in an open meeting would adversely affect the bargaining position or <br />negotiating strategy of the public body, as authorized by Virginia Code Section 2.2 - <br />3711(A)(3). <br /> <br />COUNCIL CHAMBER - November 18, 2002 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />PUBLIC <br /> <br /> Mr. Peter Kleeman, 407 Hedge Stree t, asked that Council use the funds recently <br />th <br />made available for the Court Square enhancement project to build a pocket park on 6 <br />nd <br />Street, N.E. Mr. Kleeman said he does not feel the traffic calming guidelines for 2 <br />Street, N.E. were followed adequately, and he asked Council to direct Neighborhood <br />Development Services staff to discuss the matter further with the North Downtown <br />Neighborhood Association. He said the traffic calming process needs to be reconsidered. <br /> <br /> Ms. Jane Minektos, 100 Laurel Circle, s aid she misses being able to walk her <br />dogs off leash in Forest Hills Park, and asked that dogs be allowed off leash on certain <br />days or certain times of the day. Ms. Minektos said that the park is rarely used now. <br /> <br /> Mr. Earl Smith, owner of Firehouse Bar a nd Grill on Grady Avenue, said that <br />several other business owners on Grady Avenue join him in asking that the process for <br />Preston Commons be halted as it is felt that it is a death warrant to existing businesses. <br />Mr. Smith said there has been a lack of pu blic involvement in the process and a lack of <br />urban planning in the master plan. He said concerns exist about the impact of <br />construction on existing businesses, about the exact nature of the project, and concerns <br />about removal of parking. <br /> <br /> Ms. Amy Spence , 714 Northwood Avenue, owner of a recording studio on Grady <br />Avenue, said she was never informed about the project and the construction noise will <br />impact her business. <br /> <br /> Ms. Heather Eastwood, 305 Fontaine Avenue, said she is upset the City is <br />planning to w iden Fontaine Avenue, and asked that the speed limit be reduced instead. <br /> <br />
