11 <br /> Mr. Schilling said he would like to assure the public that Council will be doing <br />periodic rate reviews and is also working to assure that there will be an adequate supply <br />of water. Mr. Schilling expressed regret at having to raise rates and thanked citizens for <br />working hard to conserve water. <br /> <br /> Mr. Caravati made a motion to amend the ordinance to sunset the increased rates <br />after 120 days, Mr. Lynch seconded the motion, and the amendment was approved by the <br />following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None. <br /> <br />The ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />SECTION 31 - 1 53 OF THE CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, <br />INCREASING THE WATER RATES," as amended, which was offered at the November <br />th <br />4 meeting, was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Schilling. Noes: None. <br /> <br />RESOLUTION <br />: ENDING WATER RESTRICTIONS <br /> <br /> Mr. Cox noted that Council committed to end the water restrictions if the <br />reservoirs averaged 85% capacity for seven days. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Schilling, the Resolution Ending <br />Water Re strictions was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, <br />Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None. <br /> <br /> WHEREAS <br />, on September 16, 2002 the City Council declared the <br />existence of a water supply emergency within the City of Char lottesville and <br />imposed mandatory restrictions on the use of water from the City public water <br />supply; and, <br /> <br />WHEREAS <br /> , City Code § 31 - 125 provides that Phase I water restrictions <br />shall remain in full force and effect until City Council determines that a wa ter <br />emergency in the City of Charlottesville no longer exists, and that Phase II water <br />restrictions shall remain in full force and effect until the usable water supply in the <br />urban reservoir system has been measured at an average of at least 85% or more of <br />capacity for any period of seven consecutive days; and, <br /> <br />WHEREAS <br /> , the usable water supply in the urban reservoir system has <br />improved to in excess of 85% of capacity due to recent rainfalls, seasonal change <br />and a significant reduction in consumption by Ci ty and County water users; and, <br /> <br />WHEREAS <br /> , the City Director of Public Works has recommended that City <br />Council declare that a water supply emergency no longer exists. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council for the City of <br />Charlottesville that a wa ter supply emergency within the City of Charlottesville no <br />longer exists, and the mandatory Phase I and Phase II restrictions set forth in City <br />Code § 31 - 125 are therefore no longer in effect. <br /> <br /> <br /> Ms. Richards stressed that ending water restrictions should n ot be an invitation for <br />people to relax their conservation measures, and added that we are not out of danger <br />because of ground water levels. <br /> <br />RESOLUTION <br />: FUTURE WATER SUPPLY <br /> <br /> Mr. Caravati made a motion to amend the resolution to move up the initiation of a <br />new reservoir at Beaver Creek into the first tier. Mr. Schilling seconded the motion. <br /> <br />
