3 <br /> Mr. Cox explained that Council has placed the Fontaine Avenue improvements <br />toward the bottom of its priority list, and it is unknown whether the other improvements <br />can be made separately. <br /> <br /> Ms. Richards suggested that a neighborhood meeting be held to review the plans <br />for F ontaine Avenue as there may be some misconceptions about the plan. <br /> <br /> Mr. Cox said that there are references in the Comprehensive Plan to Preston <br />Avenue being a mixed used corridor. He said that in January we will know whether there <br />are proposals for the c ommunity to respond to. He said he will be happy to meet with <br />business owners in the area to further discuss the proposed project. <br /> <br /> Mr. Schilling said he is distressed to hear that people in the Preston Avenue area <br />have not been contacted about the propo sal. He said we need to be very mindful of that <br />and fine tune our process. <br /> <br /> Mr. O'Connell said that a public hearing on the proposal will be held once <br />proposals are made. <br /> <br /> Mr. Lynch agreed that the Fontaine Avenue project should be put on the back <br />burne r, and agreed there should be a meeting with the neighborhood. Mr. Lynch said he <br />agrees with the people who spoke about Preston Commons, though he thinks it has the <br />potential to be a good project. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: SALE OF CITY OWNED LOTS ON JOH N <br />STREET <br /> <br /> Mr. O'Connell said the City has been approached by Piedmont Housing Alliance <br />to sell four lots for home ownership on John Street. <br /> <br /> Mr. Satyendra Huja, Director of Strategic Planning, said that PHA proposes to <br />purchase the four lots and ultimate ly sell six units for home ownership, one of which will <br />be for affordable housing. Mr. Huja said that the City can review the design of the <br />homes. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Mr. Cox a sked if any neighbors or the neighborhood association were informed of <br />the public hearing, and Mr. Huja said that the only notice was the agenda in the <br />newspaper. <br /> <br /> Responding to a question from Mr. Schilling, Mr. Huja said that the "affordable" <br />unit will be offered to qualifying people on PHA's waiting list on a first come first served <br />basis. He said that those who qualify will have to go through a training program as well. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Caravati, the ordinance entitled "AN <br />ORD INANCE TO AUTHORIZE CONVEYANCE OF CITY - OWNED PROPERTY <br />(FOUR VACANT LOTS ON JOHN STREET) TO PIEDMONT HOUSING <br />ALLIANCE" was offered and carried over to the next meeting for consideration. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: SALE OF CITY OWNED LOT ON MONROE <br />LANE TO U NIVERSITY OF VIRGINIA <br /> <br /> Ms. Lisa Kelley, Deputy City Attorney, explained that the University of Virginia <br />th <br />has requested that the City sell a sliver of property on 15 Street, S.W. for $5,000, which <br />the City Assessor feels is appropriate. Ms. Kelley said t hat the Monroe Lane alley <br />closing which appears later on the agenda is tied to this sale. Ms. Kelley said that the <br />property will allow expansion of parking at the University. <br /> <br /> The public hearing was opened. <br /> <br />
