10 <br /> MONROE LANE, ADJACENT TO PARCELS 123 AND 124 ON CITY <br />nd <br /> TAX MAP 11" (2 reading) <br /> <br />ORDINANCE <br /> o. : "AN ORDINANCE AMENDING AND REORDAINING <br /> ARTICLE IV OF CHAPTER 19 OF THE CHARLOTTE SVILLE CITY <br /> CODE, 1990, AS AMENDED, BY ADDING A NEW SECTION <br /> NUMBERED 19 - 102.1 RELATED TO LONG TERM DISABILITY <br /> INSURANCE COVERAGE FOR CITY EMPLOYEES" (carried over) <br /> <br />ORDINANCE <br /> p. : "AN ORDINANCE AMENDING AND REENACTING <br /> THE DI STRICT MAP INCORPORATED IN SECTION 34 - 15 OF THE <br /> ZONING ORDINANCE OF THE CODE OF THE CITY OF <br /> CHARLOTTESVILLE, 1990, AS AMENDED, BY THE REZONING OF <br /> PROPERTY AT 214 STRIBLING AVENUE (THE DYMOND PROPERTY) <br /> FROM "R - 1A AND R - 2" TO R - 2 PUD" (carried over) <br /> <br />ORDINANCE <br />: CLOSING AN ALLEY OFF OF SPOTTSWOOD ROAD <br /> <br /> Mr. Caravati asked why the property owner is not being charged for the property, <br />and Mr. Higgins said that the Planning Commission felt that it would not add any <br />development rights and there is no public purpose served in keeping the alley open. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Richards, the ordinance entitled "AN <br />ORDINANCE CLOSING, VACATING AND DISCONTINUING AN ALLEY <br />BETWEEN SPOTTSWOOD ROAD AND JOHNNYCAKE LANE ADJACENT TO <br />P ARCELS 17 AND 18 (2020 AND 2024 SPOTTSWOOD ROAD), ON CITY TAX <br />MAP 40" was offered and carried over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br /> <br />Mr. Kenneth Jackson, 712 Ridge Street, said t hat Council must prioritize and we <br />must come together as a com munity. Mr. Jackson suggested a 1/2% increase in personal <br />property tax to fund salaries and a 1% meals tax increase. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Lynch suggested that Council vote on extending the RFP deadline by 60 days <br />for Preston Commons and on working with t he affected community to come up with an <br />addendum to the RFP, and made a motion to that effect. Mr. Schilling seconded the <br />motion. <br /> <br /> Mr. Caravati asked if 60 days is sufficient. <br /> <br /> Mr. Cox said he made calls to prospective developers who said they would <br />we lcome the 60 day extension. He said he would have concerns about doubling the <br />extension to 120 days. He said he also welcomes the idea of an addendum to address <br />concerns. <br /> <br /> Mr. Lynch's motion was approved by the following vote. Ayes: Mr. Caravati, <br />Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None. <br /> <br /> Mr. Caravati asked that the draft addendum be sent to Councilors before it goes to <br />the businesses. <br /> <br /> Mr. Lynch said that Council has always focused on a legislative agenda for <br />consideration by th e Virginia General Assembly, but he thinks Council should consider <br />developing an agenda for the federal government. As an example, he said he would <br />support the budget for First Responders because of the significant overtime required as a <br />result of the Sep tember 11, 2001 terrorist attacks. <br /> <br />
