5 <br /> Mr. Lynch said he thinks the number of members could be decreased. Mr. Lynch <br />said he thinks affordable housing should be a subset of the main charge, and that <br />reviewing the housing strategy be the main charge. Mr. Lynch suggested cutting five <br />positions. He said he does not think three developers are needed, and feels lenders are <br />over represented. <br /> <br /> Mr. Schilling said he feels the positions lis ted represent very distinct functions <br />and different perspectives. He agreed with Mr. Lynch about the charge. Mr. Schilling <br />suggested that the first bullet on the second page be the main charge and the rest subsets. <br /> <br /> Mr. Caravati said he feels the compos ition is too large, and suggested that the <br />Task Force use focus groups to bring in others. <br /> <br /> Ms. Jeanne Cox, Clerk of Council, suggested that Council consider including <br />language in the membership that would allow flexibility in appointments. <br /> <br /> Mr. Cox agr eed that the membership should include people from "among" the <br />following categories. <br /> <br /> Mr. Lynch agreed, and noted that there may also be overlap in some of the <br />categories. <br /> <br /> Mr. Cox said he is okay with the charge change, and said he wants the Task Force <br />to look at the full range of affordability. <br /> <br /> Mr. Caravati suggested that Council approve only the concept of the charge <br />because he would like to see the final charge before it goes out to make sure it <br />encompasses what he thinks should be included. <br /> <br /> Ms. R ichards suggested that Mr. Caravati propose language so that Council can <br />act on the charge. <br /> <br /> Mr. Schilling said he would like to include in the charge that the Task Force will <br />be working under the assumption that this is a market driven, private sector ef fort. <br /> <br /> Mr. Caravati said he would like a focus to be on the crisis of low income rental <br />housing, not necessarily subsidized, and gentrification, especially in vulnerable <br />neighborhoods. <br /> <br /> Mr. Lynch made a motion to approve the concept, charge, and members hip as <br />presented, and Mr. Cox seconded the motion. <br /> <br /> Mr. Schilling asked that his comment about private sector effort be included, and <br />Mr. Lynch and Mr. Cox accepted the amendment. <br /> <br /> Mr. Caravati suggested that reviewing the Housing Strategy be the primary <br />charge, with the other subsets, and Mr. Lynch and Mr. Cox accepted the amendment. <br /> <br /> Mr. Caravati suggested his language about low income rental housing and <br />gentrification be included, and Mr. Lynch and Mr. Cox accepted the amendment. <br /> <br /> Ms. Richards sugges ted that the membership be amended to say up to 20 <br />members drawn from among the following categories, and to list a FEAH representation, <br />and Mr. Lynch and Mr. Cox accepted the amendment. <br /> <br /> The concept, charge, and membership of the Housing Policy Task Forc e, as <br />amended, was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Schilling. Noes: None. <br /> <br /> Mr. Lynch suggested that all Task Force members be given a copy of the <br />Burlington housing report. <br /> <br />
