6 <br /> Mr. Cox said Counc il will need to personally recruit member, and it was agreed <br />th <br />that Council will review application on February 18 . <br /> <br />REPORT <br />: REDUCING SPEED LIMIT ON CERTAIN STREETS <br /> <br /> Mr. O'Connell said that the report responds to a request by Mr. Lynch that <br />Council revie w reducing speed limits on certain streets throughout the City. Mr. <br />O'Connell said that traffic volume and speed counts were done on the following streets: <br />Jefferson Park Avenue, Jefferson Park Avenue Extended, Cherry Avenue, Elliott Avenue, <br />Monticello A venue, Avon Street, Rose Hill Drive, McIntire Road, and Fontaine Avenue. <br />Mr. O'Connell noted that the data does not support making a change, but it is an action <br />that Council may take. Mr. O'Connell suggested that if Council wants to take action to <br />reduce speed limits on any of these streets, that notice be provided to the affected <br />neighborhoods and a public hearing held. <br /> <br /> Mr. Lynch said this list of streets has evolved over time as he has talked to <br />citizens. Mr. Lynch said he would be willing to take ac tion now to reduce the speed <br />limits on Jefferson Park Avenue and Jefferson Park Avenue Extended, but would want <br />more input from neighborhoods before acting on the others. <br /> <br /> Mr. Cox noted that staff has concluded that the data does not support making <br />change s. <br /> <br /> Mr. O'Connell said that if Council reduces the speed limits, it becomes an <br />enforcement issue. <br /> <br /> Mr. Cox said that if enforcement does not get people to reduce their speeds, then <br />other traffic calming efforts may be needed. <br /> <br /> Mr. O'Connell noted that t here have not been active requests by citizens to lower <br />the speed limits on these streets, and it has instead been initiated by City government. <br /> <br /> Ms. Richards said that there had been substantial support by the Rugby Avenue <br />neighborhood before Council low ered the speed limit there, and said she feels Council <br />needs to have a more policy oriented discussion about speed limits before changing <br />others. She said to do so now would be a little pre - emptive and she is not ready to <br />support it as she is unsure what we would be trying to accomplish. <br /> <br /> Mr. Schilling said it is clear from the Police Chief that effectively changing <br />people's driving habits requires enforcement, but the Police Department does not have the <br />resources to do this. Mr. Schilling said he feels it would be a burden to have additional <br />radar enforcement without additional funding, and said that there is no data that supports <br />this being a public safety issue at this time. <br /> <br /> Mr. Cox said traffic can be slowed down with on - street parking and bike lane s. <br />Mr. Cox said there are also other ways to change the character of a street, and he <br />suggested that the issue be folded into the discussion of the zoning ordinance. <br /> <br /> Mr. O'Connell said he will have the information sent to neighborhood association <br />presid ents so they are aware Council is looking at it. <br /> <br /> Mr. Schilling said he would like to have some information on the effect on Rugby <br />Avenue since the speed limit was reduced there. <br /> <br />CONSENT AGENDA <br /> <br /> <br />On motion by Mr. Lynch, seconded by Mr. Schilling, the fol lowing consent <br />agenda items were approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Schilling. Noes: None. <br /> <br /> Mr. Caravati noted that the appropriation for the Burlington, Vermont trip is to <br />reimburse the City for private individuals who took the trip. <br />
