9 <br /> Mr. Cox asked if there is a consensus on Council for the need for names in the <br />minutes. <br /> <br /> Mr. Schill ing said he agrees with Mr. Caravati, and feels it helps if we have specific <br />questions. <br /> <br /> Ms. Richards said that most minutes do identify speakers, but it is not an issue with <br />her. <br /> <br /> Mr. Lynch said it is not a significant issue for him either, and he would leave it up <br />to the Committee. <br /> <br /> Mr. Cox noted that this is an issue for only a minority of Council. <br /> <br /> Ms. Mary Reese, Vice Chair for the Task Force, said there is a fear by Task Force <br />members that Council will get involved and will question Task Force mem bers if their <br />names are used in the minutes. <br /> <br /> Mr. Cox said he is distressed about the level of distrust by the Task Force for <br />Council, and he does not want to do anything to perpetuate that. <br /> <br /> Responding to a question from Mr. Cox, Ms. Means said the Task Force will <br />narrow the focus of potential uses deemed of further exploration, and will begin <br />exploring how any of those uses might be undertaken. Ms. Means said it needs to be a <br />sustainable use. <br /> <br /> Mr. Lynch said he is happy to make himself available to th e Task Force to try to <br />dispel the distrust. <br /> <br />RESOLUTION <br />: ROUTE 29 STUDY SCOPE <br /> <br /> Mr. O'Connell explained that the new Study Scope for Route 29 interchanges has <br />been approved by the Metropolitan Planning Organization (MPO). <br /> <br /> Mr. John T. Davies, member of t he Commonwealth Transportation Board (CTB), <br />explained that following a meeting with Virginia Department of Transportation (VDOT) <br />staff and the Commissioner of Transportation about the scope of study of Route 29 North <br />interchanges previously approved by Cou ncil, it was decided that existing data needed to <br />be looked at and the focus needed to be narrowed to focus on the intersections at Rt. <br />29/250 Bypass, Route 29/Hydraulic Road, and Hydraulic Road/250 Bypass. Mr. Davies <br />said that the funding for the larger, more comprehensive study is not available. Mr. <br />Davies said he thinks that grade separated interchanges are needed. <br /> <br /> Mr. Schilling said he continues to have questions about funding for the study, and is <br />not comfortable supporting the study in its present form. <br /> <br /> Responding to a question from Mr. Caravati, Mr. Davies said that the study will be <br />funded with $30,000 from VDOT and $10,000 from the MPO, some of which may be <br />private funds. <br /> <br /> Mr. Cox said there is little mention of an economic impact study within the scope, <br />which was a major concern of the private sector and Chamber of Commerce, and said <br />people have expressed concern that Council has reneged on a promise to conduct this <br />study. <br /> <br /> Mr. Davies said he thinks that is a legitimate concern and is one rea son they need to <br />be at the table. Mr. Davies said that if concern is expressed as the study begins, then he <br />thinks the Commissioner will find money to study this. <br /> <br /> Mr. Lynch noted that VDOT will also be contributing staff time to this study. <br /> <br /> Mr. Cox sa id that the new scope of the study, which was sent to Council on Friday, <br />
