4 <br /> <br /> Responding to a question from Mr. Lynch, Mr. Kelsey said the as sumption is that <br />the intersections at Melbourne Road and Rio Road will be at grade with controlled <br />access. <br /> <br /> Mr. Caravati noted that the General Assembly has approved legislation <br />encouraging VDOT to approve roundabouts. <br /> <br /> Mr. Cox said that the City is work ing to emphasize that the Parkway is an <br />entrance to a park, and he thinks both ends of the park need to be focused on in this way. <br /> <br /> Ms. Richards said that a General Assembly bill passed in 2000 allows VDOT to <br />use funds to replace parkland taken for roads . <br /> <br /> Mr. Cox asked if the County has given any design considerations to the visibility <br />of Meadowcreek from the road. He said he hopes the City and County portions of the <br />road will be put together so there is a sense of the project as a whole. Mr. Cox said the <br />City is planning to turn their retention pond into a recreational pond, and asked how the <br />County plans to deal with water retention. <br /> <br /> Mr. Kelsey said he has not seen any details, but the County will incorporate <br />smaller, site specific storm water mana gement facilities. <br /> <br />REPORT <br />: RETIREMENT FUND ANNUAL REPORT <br /> <br /> Mr. O'Connell said that the City has had a separate retirement fund since 1976. <br /> <br /> Mr. Caravati, Chairman of the Retirement Committee, presented a report <br />including the history of the retirement f und, overview of benefits and demographics of <br />employees, comparability with the Virginia Retirement System, and financial overview. <br /> <br /> Ms. Richards congratulated the Retirement Commission on being ahead of the <br />curve with investments. <br /> <br />CONSENT AGENDA <br /> <br /> <br />Mr. S chilling removed the resolution Authorizing Purchase of Property on Estes <br />Street from the consent agenda. <br /> <br /> Ms. Richards removed the ordinance regarding permit parking from the consent <br />agenda. <br /> <br /> Mr. O'Connell removed the ordinance regarding the tax relief program from the <br />consent agenda. <br /> <br /> On motion by Mr. Caravati, seconded by Ms. Richards, the following consent <br />agenda items were approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Schilling. Noes: None. <br /> <br />a.
